Buchanan Vows Taxes on Oil Nations

SAN FRANCISCO (AP) -- Taking a hard line on a pocketbook issue, Reform
Party presidential candidate Pat Buchanan promised Thursday to slap new
tariffs on oil-producing nations that systematically withhold their product
to
''gouge the American people.''
With gas prices rising dramatically since last summer and expected to cost
$2 per gallon by summer, Buchanan charged a global conspiracy'' by these
countries to inflate prices.
At a news conference here, he pledged to cut financial aid, including World
Bank and International Monetary Fund loans, to any country he deemed part
of a plot to ''withhold oil and gouge the American people.''
Buchanan's rivals for the White House -- Republican George W. Bush and
Democrat Al Gore -- also have weighed in on the issue, and with different
approaches.
Earlier this month, Bush said he was considering calling for the suspension
of a 4.3 cents-per-gallon increase in the federal gas tax to combat the
rising
prices. Gore disagrees with that proposal and said the solution is ''tough
negotiating'' with the organization of oil-producing countries.
Buchanan is in California for a swing of public appearances and fund-raisers,
although he said he did not know how much money he would raise.
''All we need is enough to keep me and (wife) Shelly on the road until our
convention, and then thanks to the generosity of the American taxpayer
we're going to get $12.5 million, which will be enough to run our bus across
the country,'' he said.
