Buchanan Attacks US Foreign Policy

SAN MATEO, Calif. (AP) -- Reform Party presidential contender Pat Buchanan
said Friday that elitists in the Democratic and Republican parties have
crafted a ''neo-imperial foreign policy'' of U.S. intervention in conflicts
around the world even when American interests are harmed.
The former Republican, in language reminiscent of the isolationist movement
prior to World War II, said his party could serve as ''a peace party''
working to keep America out of ''the religious, ethnic and territorial wars
of less fortunate lands.''

The United States risks becoming ''a policeman who goes about night-sticking
troublemakers until we, too, find ourselves in some bloody brawl we cannot
handle,'' Buchanan said in remarks prepared for an antiwar conference
sponsored by the Center for Libertarian Studies.

The Reform Party ''will become a noninterventionist party, a peace party,
that will reach out to Americans of right and left who reject the Third Way
imperialism,'' Buchanan said. ''Only an engaged and informed citizenry can
bring about a reversal of the neo-imperial foreign policy that has been
foisted upon us in the post-Cold War era by the elites of both Beltway
parties.''

Buchanan attacked the foreign policy credentials of Texas Gov. George W.
Bush, the presumptive Republican nominee. ''The governor has exhibited
neither absorbing interest nor extraordinary aptitude for foreign policy --
to put it generously,'' he said.

Buchanan also criticized Vice President Al Gore, the presumptive Democratic
party presidential nominee, for advocating Clinton administration airstrikes
against nations such as Iraq and Serbia and hits on alleged terrorists
operations in Sudan in recent years.

Gore ''exhibits a New Republic-style lust for cruise missile strikes on rogue
nations,'' Buchanan said, adding that U.S. sanctions, military strikes and
intervention have prompted ''a seething resentment of America'' around the
world.

Buchanan drew the strongest applause of his speech when he said that if
elected, he would pull all U.S. troops out of the ''Balkan quagmire'' by the
end of his first year in office and remove American soldiers from Europe by
the end of his first term.

In remarks after his address, Buchanan said the West should not ''walk away''
from the situation in Kosovo, but instead should get its European allies to
police the region.

In the Middle East, U.S. troops ''stand ready to die'' to defend Saudi Arabia
and Kuwait from Iran and Iraq even though the four countries are conspiring
to keep oil prices high and ''gouge U.S. consumers,'' he said.
