(AP) _ The City Council has unanimously approved an ordinance allowing medical marijuana to be grown and used without a prescription. "This is the compassionate thing to do," said City Council member Mike Rotkin. The ordinance was passed Tuesday and was expected to take effect in May. Modeled on a law in Oakland, the ordinance allows patients who are being treated for cancer, anorexia, AIDS, "or any other illness for which marijuana provides relief" to grow and use organic pot. Prescriptions are not required, a way to get around federal laws that ban doctors from prescribing pot. Doctors risk losing their medical licenses if convicted. In 1996, state voters _ including 74 percent of those in Santa Cruz _ approved an initiative allowing the use of marijuana for medicinal purposes. But medical marijuana clubs that opened after the law's passage were soon shut down under federal anti-drug laws. More than 100 residents, many with AIDS and cancer, came to Tuesday's City Council meeting to offer support and testify. Local Chamber of Commerce and law enforcement officials also support the law. "I look forward to a future where people who use this herb to stay healthy will not be targeted anymore," said Theodora Kerry, a proponent of medical marijuana. The Santa Cruz ordinance requires city officials to recognize membership cards for a medical marijuana provider association as well as certificates given to growers of medical marijuana. Meanwhile Tuesday, residents of Amherst, Mass., approved a nonbinding referendum urging state and federal lawmakers to repeal anti-marijuana laws.
