High-ranking Communist defector General Major Jan Sejna revealed that, shortly before his defection in 1968, a study was prepared for the Czechoslovak Defense Council entitled 'Minorities and Immigrants in the United States.' The report formalized the strategy of drugging the minorities in the revolutionary process. The two key minorities to be targeted were Blacks and Hispanics. The thesis of the report was that drugs pushed into minority communities would create "incurable political destruction." It estimated that, as a result of this operation, by the year 2000 the minority populations would be hopelessly mired in vice, crime, and corruption. This would fragment and destabilize society, greatly antagonize race relations, encourage racism, and create innumerable opportunities for revolutionary exploitation. Under direction from Moscow, Castro's minions recruited and trained Cubans, Haitians, Jamaicans, Dominicans, and Mexicans to pump narcotics into the American Black and Hispanic communities. This diabolical, genocidal scheme has been devastatingly effective.
