Yesterday, Thursday March 30, property rights advocates won a great victory in the Senate Budget Committee. An amendment to include funds for the pork barrel land grab Conservation and Reinvestment Act (CARA) was defeated by a 13 to 9 vote. Senator Tim Johnson (D-SD) introduced the amendment to include CARA in the plans for the Senate's budget blueprint. The amendment advocated creation of a separate trust fund, exempt from the annual appropriations process, so federal and state governments can spend over one billion dollars per year to grab land. He was joined by Senators Sarbanes (D-MD) and Boxer (D-CA). Senator Slade Gorton (R-WA) stopped this land grab by introducing a substitute amendment. It stated that any funds for land acquisition should come from regular appropriations, and not a trust fund. He was joined by Senator Pete Domenici (R-NM). Gorton's substitute amendment against CARA was approved by a vote of 13 to 9, stopping Senator Johnson from further attempts at land grabbing in committee. Here is the roll call vote.
