FBI Director Louis J. Freeh advised Janet Reno to
appoint a Special Prosecutor to investigate possible
criminal wrongdoing by Clinton and Al Gore.
Now, Freeh is looking for a new job and Clinton is putting
Reno in charge of the Emergency Response Program.
Clinton defenders will no doubt say this is a good move
because Reno proved how well she handles emergencies
at Waco!
I copied the following directly from the White House website,
so there can be no doubt as to its authenticity.
Bill Clinton is putting Butch Reno in charge of the Emergency
Response Assistance Program (known as the Domestic
Preparedness Program). This Program is for training and
providing assistance to state and local agencies to be
prepared and respond to "terrorist attacks" and emergencies
involving chemical, biological, nuclear weapons.
Up till now, the Secretary of Defense has been in charge of
this program. (The following is my opinion).
1. The DOD is the logical agency to conduct this program
in terms of mission, equipment, logictics, and its structure
of Communication, Command, and Control....and experience
and training regarding CBR weapons.
2. Clinton is turning this responsibility over to an agency,
the Dept. of Justice....a bunch of lawyers who have
zero competence in these areas.
3. SOMETHING'S UP! Janet Reno is Clinton's most trusted
Doberman. She has a perfect record in defending Clinton
by refusing to launch investigations into White House
wrong-doings....even when these have been strongly
recommended by her own subordinates in the DoJ and
by FBI Director Louis Freeh. This change is being
made because Clinton wants someone who is absolutely
loyal to him in this position.
4. We have been warned repeatedly by people such as
Sec. of Defense Cohen and Sec. of State Albright that
"there will be terrorists attacks on the U.S. ....it's not
a question of if....it's a question of when.
5. Looks like we may be about to find out the "When".

Official for the Emergency Response Assistance
Program Under Sections 1412 and 1415 of the
National Defense Authorization Act for Fiscal
Year 1997 (Public Law 104-201) (the "Act")
Under sections 1412(a) and 1415(a) of the Act, the Secretary of Defense is
responsible for implementing the Emergency Response Assistance Program,
commonly known as the "Domestic Preparedness Program," to provide civilian
personnel of Federal, State, and local agencies with training and expert
advice regarding emer-gency responses to a use or threatened use of a
weapon of mass destruction or related materials, and for testing and
improving the responses of such agencies to emergencies involving chemical
or biological weapons and related materials.
Under the authority vested in me by the Constitution and the laws of the
United States, including sections 1412(a)(2) and 1415(d)(1) of the Act, I
designate the Attorney General to replace the Secretary of Defense as the
lead Federal official with responsibility for carrying out these programs.
These designations are effective October 1, 2000, and constitute
designations pursuant to sections 1412(a)(2) and 1415(d)(1) of the Act.
The Attorney General is authorized and directed to publish this memorandum
in the Federal Register.
