On Thursday, April 13, the League of Conservation Voters, the political umbrella organization for the environmentalist movement, announced a new program: In addition to attacking candidates they regard as anti-environment, they'll lavish money on incumbents they believe are pro-environment. The real purpose is for LCV to support a Republican here and there and not seem so knee-jerk, partisanly Democratic. In their April 13 announcement they identified the beneficiaries of their largesse: five Republicans and five Democrats. The Republicans are Congressmen Chris Shays (CT-4), Jim Ramstad (MN-3), Marge Roukema (NJ-5) and Sherry Boehlert (NY-23) and Senator Jim Jeffords (VT). The Democrats are Congressmen Jay Inslee (WA-1), Joe Hoeffel (PA-13), David Bonior (MI-10), Mark Udall (CO-2) and Rush Holt (NJ-12). What's wrong with that picture? Well, all the Democrats -- with the possible exception of Udall, whose district is pretty reliably Democratic -- are facing major challenges from Republicans. But the only targeted Republican with a fight on her hands is Marge Roukema -- and her fight is with another Republican, in the primary. The other Republican beneficiaries will coast to victory. LCV didn't fool anyone in Washington.
