When some pilots and other air-crew members fell ill after taking the military's anthrax vaccine injections, Air Force Capt. Clifton Volpe was among the first to dig in his heels at the mandatory program. Several months ago, after he refused the shots, Volpe was reprimanded and fined $3,210. But his punishment didn't stop there, the pilot said. He alleged his superior officers persisted in harassing and finding other ways of punishing him. So, last week Volpe submitted his resignation through the chain of command to Air Force Secretary F. Whitten Peters, asking for an "honorable" separation. Next thing he knew, Volpe said, back came his resignation request, which had only made it up the ladder to his squadron commander, Lt. Col. Kenneth Konicki, who tacked on a note that read: "Officers may not apply for [separation] when their commanders notify them that ... discharge action is being considered." And what did that mean? When he inquired, Volpe said, he was advised that what were being considered included "less than honorable" and the more-serious "dishonorable" discharges. In March, a higher Air Force officer, Maj.
