Chandler Rockwall, Texas 75087 972-771-9203 The CIA investigated itself, declaring it could find no evidence that it smuggled drugs. It�s no surprise when a criminal pleads "not guilty. (It�s hard to be surprised by any pronouncement of an agency that routinely exaggerated the military and industrial might of the Soviet Union.) The US government should "decertify" itself in the failed war on drugs. Some believe that the CIA deliberately addicted inner-city blacks to cocaine. The CIA did give hallucinogens to thousands of unwitting Americans, as part of Operation MK-Ultra, and had plans to drug and control the minds of millions during the Cold War. Congress and state and local governments continue to follow economic policies that make it difficult for blacks, the poor and disadvantaged to find jobs or start businesses or own homes, thus continuing the Jim Crow laws. However, it should not serve the interests of wealthy white elites to destroy blacks. We are all better off when our neighbors are better off, providing a greater market for goods and services. Unfortunately, expecting rational behavior from elites or from government bureaucracies, of which the CIA is both, is naive. Bush and Clinton were both involved in Contra drug smuggling. Bush, a CIA man since his oil company days, was obviously "in the loop." Governor Clinton permitted the Mena airfield to transport guns and drugs. The CIA probably recruited Clinton during his college years, to inform them of KGB involvement in the peace movement in England, and for several trips to the Soviet Union. The CIA�s drug smuggling is bi-partisan. The CIA�s involvement in drugs is not new. Its predecessor, the Office of Strategic Services, helped Corsican mobs gain control of the Marseilles docks during World War II. This became infamous as the "French Connection" that dominated heroin smuggling. The OSS put Lucky Luciano, the leader of American organized crime, in power on Sicily during WWII. "Operation Underworld" was the result of a deal made by FDR and Luciano, to swing New York and other votes FDR�s way. The Office of Naval Intelligence helped organized crime seize dock-workers� unions, allegedly to keep out communists and insure that the labor bosses were "patriotic" thugs. Thus, more routes were opened for drug smuggling. The CIA made alliances with local warlords to dominate opium production in Southeast Asia�s "Golden Triangle." The drugs were smuggled in planes owned by CIA front companies, such as Air America. Ross Perot encountered some of these operations when he asked American intelligence agencies to help him free American P.O.W.s in Vietnam. He found the CIA, �too involved in smuggling drugs to help.� The CIA may have complex motives for unleashing drugs. In the 1960�s, the CIA funded Timothy Leary�s early research on LSD. Perhaps the CIA wanted youth�s consciousness expanded, or wanted the peace movement too stoned to be effective. Or perhaps they just blundered, intending LSD to be used solely against enemy forces. Incidentally, the Eli Lilly Company, of which the Bush and Quayle families are major stockholders, manufactured LSD for the CIA. Noriega was a paid agent of the CIA while he protected the smuggling routes of Colombian cocaine. He also helped guide drug revenue into the Panamanian branches of influential American banks. The Drug Enforcement Agency repeatedly complains that the CIA interferes with their operations, protecting drug smugglers. Cocaine is a new chapter in an old tale. The Astors traded in opium with the British East India Company. Joe Kennedy smuggled booze. Politicians from George Washington to Al Gore grew tobacco, which causes more deaths than all illegal drugs combined. Our previous sheriff in tiny Rockwall, Texas was a drug dealer. In New York, and other large cities, it is estimated that more than a third of drugs are dealt by corrupt cops. Apparently, the government doesn�t want to eliminate crime, it wants to have a monopoly on crime. Organized crime groups that specialize in black market operations, will capture law enforcement officials by bribery. The gangs then use law enforcement to outlaw their competition, giving themselves monopoly privileges and monopoly profits. During Prohibition, knowing where his profits came from, Al Capone supported the laws against booze. Paradoxically, the laws against the vices themselves create the higher profits, higher than the gangs would be able to obtain in a free market with legal competition. Quoting Lao Tzu, "The greater the laws, the greater the criminals." The CIA funds propaganda campaigns, assassinations, coups, and wars with these illicit billions.
