Q. What was the highest individual federal tax rate? And
when was it imposed?

A. The top rate when the income tax was foisted on the
American people in 1913 was but 7 percent. By 1918 the
top rate had risen to 77 percent. It went down in the early
1920s, as low as 25 percent in 1925, then went way
back up in succeeding decades � hitting 94 percent in 1944,
92 percent in 1952, and 91 percent in 1954.
The top rate was brought down to 28 percent in 1988
[Reagan], slipped back up to 31 percent in 1991 [Bush], and
then went up to
39.6 percent in 1993 [rapist].
