Russia praises candidate Gore on foreign policy

Russia's Foreign Ministry praised the foreign policy of
Vice-President and Democratic Party presidential candidate Al
Gore Friday, saying his objectives tended to coincide with those
of the Kremlin.

A ministry statement said Gore had spoken of intensifying
relations with Moscow and working jointly to tackle international
problems in his first major foreign policy speech in Boston last
week.

"The vice-president especially stressed the importance of joint
action within the world community of solving problems which are
increasingly taking on a global character and threatening
international security and stability," it said.

"At issue here, for instance, are the fight against international
terrorism, organized crime, drug trafficking and solving
ecological problems. This approach is fully in tune with the
Russian approach."

In his address last week to the International Press Institute
World Congress, Gore said U.S. policy had to address new global
threats. He also pledged to continue helping Russia "make a
transition to a market-based democracy."

He suggested his Republican opponent, George W. Bush, was
inexperienced in foreign policy and accused him of being
mistakenly "stuck in a 'Cold War' mind set."

The foreign ministry said Moscow was prepared to improve
relations with Washington in all areas, saying a firm base had
already been established in a 1998 meeting between then-Kremlin
leader Boris Yeltsin and President Clinton.

It said the issues raised in Gore's speech would occupy an
important place in talks scheduled for Moscow early next month
between Clinton and Vladimir Putin, due to be inaugurated as
president this weekend.

Relations between Russia and the United States hit a rough patch
in the past year, with the Kremlin furious over NATO's aerial
campaign against Yugoslavia and the United States critical of
Moscow's military drive against Chechen separatists.

Disputes have also emerged over disarmament.

The Russian lower house of parliament has ratified the START-2
nuclear disarmament pact after seven years of delays.

But Putin and other officials have rejected U.S. calls to amend
the 1972 Anti-Ballistic Missile treaty to allow Washington to
proceed with a national missile defense system against what it
describes as "rogue countries" like North Korea.

In an interview with Reuters last week, Gore said he was hopeful
agreement could be reached with Russia on the ABM issue despite
Moscow's objections.
