Subject of the Seminar is �Counties in the U.S.A. - What�s Happening?� My contribution is an examination of �Federal Regional Government� and how �Federalism� has transformed County and State governments from an elective system to an appointed system of control over American citizens and their property. We will also examine a citizen-initiated tactical operation harnessing power of the County and State governments leading to adoption of State law which will provide �criminal sanctions� for individuals found guilty of violating protective covenants of �life, liberty and property� guaranteed to the people by the Constitution of the United States. We will have a question and answer period as time permits. To begin ..... Every person attending this conference knows that, by unconstitutional decree, the fifty sovereign States have been merged into ten new political subdivisions called Federal Regions. The State of Wisconsin, for example, is one of six States comprising Federal Region V with its Capitol in Chicago. These Federal Regional Councils are staffed by appointed officials heading Departments of Agriculture; Interior; Labor; Transportation; Health, Education and Welfare (HEW); Housing and Urban Development (HUD); Law Enforcement Administration (LEAA); Office of Economic Opportunity (OEO); Environmental Protection Agency (EPA); and Domestic Council. All established by Executive Order #11647, under the heading �Under Secretaries Group for Regional Operations�. Counties, in turn, have been reduced to a supporting role with real authority now held by administrative appointees and Sub State Regional Councils. For example, only the County Administrator (appointed) has the authority to �fire� the County Sheriff. Demeaning the authority of elected County officials and replacement of these offices by appointed regionalism agents is a clear and present danger to representative government in your County. Regionalism Command and Control Flow Chart, illustrating transfer of authority from elected officials to appointed agents, is available from Committee to Restore the Constitution. Federal Regionalism seeks to dissolve County and State governments transfer political power to the Undersecretaries Group for Regional Operations in Washington; administer the affairs of U.S. citizens through a network of Federal Regions and State Planning Districts; seize control of the land and production facilities; change the form of government from one of elected officials to one of appointed controllers; and reduce Americans to the status of economic serfs on the land which once was theirs. Evidence of subversion in local governments is revealed in CRC Bulletin �Council of State Governments� which found that Regional Governance is unconstitutional. (Bulletin available from the Committee to Restore the Constitution) This study exposes how citizens are excluded from decision-making and offers County initiative to nullify regional operations. Incidentally, the Supreme Court of the United States, on 13 January 1982 (Case #80-1350, �Community Communications Co. Inc. vs City of Boulder, Colorado�) outlawed �regionalism�. The ten Regional Capitols were thereupon dismantled by President Reagan by his Executive Order #12407, on 22 February 1983. Grant-making agencies of the ten Federal Regions remain in place, however, assuring continuity of control over Americans and their County and State governments by unelected socialist planners. Local Government officials are coerced into implementing regional governance plans and programs via �revenue sharing funds� awarded or denied. The A-95 Review System, administered by the office of Management and Budget, Washington, DC, is the enforcement instrument. Economic blackmail strikes at the root of Law. Law is the absence of force. What is the remedy to unconstitutional federal regional government? Mrs Meves has at hand fifty sets of a three-part, citizen-initiated plan leading to adoption of a Wisconsin State law providing �criminal sanctions� for individuals found guilty of violating State Law regarding regionalism operations. Thirteen sovereign Nation-States, in 1788, joined in forming a Federal Government with powers to perform certain functions enumerated in a Constitution and no others. Legislative, Executive and Judicial departments of the Federal Government, so formed by the first three Articles of the Constitution, are Agencies of the States. Each succeeding sovereign State entered the Union of States on an equal footing with the original thirteen Nation States and have equal authority to correct violations of the Constitution by their Agents in Washington. YOUR STATE, a principal under the Constitution Contract, has the responsibility and authority to correct violations of the Constitution by its Agents in Washington. FEDERAL REGIONAL GOVERNMENT is vulnerable to corrective State action. Your State lawmakers can declare null and void Regional Government plans, operations and programs, and Regional Government Agencies, unconstitutionally established by Federal and Executive actions: Public Law 90-577, "Intergovernmental Cooperation Act of 1968" dated 16 October 1968. "Statement by the President on restructuring Government Service Systems", dated 27 March 1969. Executive Order #11490, "Assigning Emergency Preparedness Functions to Federal Regional Councils", dated 30 October 1969. Executive Order #11647, "Federal Regional Councils", dated 12 February 1972. (This Executive Order is in violation of Article IV, section 3, Constitution of the United States - "... nor any State be formed by the Junction of two or more States...") Executive Order #11731, "Amending Executive Order #11647 relating to Federal Regional Councils", dated 25 July 1973. All listed Executive Orders are in violation of Article IV, section 4, Constitution of the United States. ("The United States shall guarantee to every State in this Union a Republican (representative) form of Government...".
