USA*ENGAGE Cites Importance of China PNTR
Vote on Upcoming Congressional Report Card
Washington, D.C. � Signaling the significant emphasis
that the business community will be placing on the
upcoming China permanent normal trade relations (PNTR)
vote, USA*ENGAGE today announced that the vote would
receive "double counting" on its next Congressional
Report Card.
The USA*ENGAGE - National Foreign Trade Council Report
Card, also issued in 1998 and 1999, grades Members of the
U.S. Senate and House of Representatives on individual
voting records on issues affecting international trade,
unilateral sanctions, and global engagement. The report
card has been widely recognized as one of the most
accurate, fair and bipartisan representations of where
Members of Congress stand on the trade issues of greatest
interest to America�s business community.
"The China vote won�t quickly evaporate into the
political fog. Rather, it is a vote that will change
history. PNTR is the most important trade vote that any
Congress has faced for many years. A double count is
clearly warranted," said Bill Lane, Washington Government
Affairs Director for Caterpillar, Inc. and Chairman of
USA*ENGAGE.
Lane indicated that the next edition of the report card
would be issued prior to this summer�s party conventions
and the fall campaign season. For the first half of the
106th Congressional session 14 Republicans and 10
Democrats in the Senate received "A" or "A+"; and 67
Republicans and 25 Democrats in the House received "A" or
"A+."
"The report card has been a useful reference tool to help
companies identify both Members that are supportive of
the trade and engagement agenda, and those that more
readily embrace sanctions and isolationism. In the 1998
election, it is no coincidence that every Member of
Congress who received an A or A+ rating, and then ran for
reelection � won," Lane concluded.
