The nuclear blast would have thrown a great amount of debris upward, and
it would no doubt have fallen to the surface of the moon more quickly
compared to the case where there was an atmosphere, but it would have
still formed a could or at least a plume. And remember the gravity on the
moon is significantly less than on Earth so the particles of dust might have
even settled slower than on Earth with an atmosphere.
