Hi,   It was a three-page BLACK MISTRESS story and it appeared in 1979's TARA ON THE DARK CONTINENT # 2.  I don't have FEMFANTASTIQUE #'s 1 or 2 yet, so I didn't realize that the Phantom Lady story in # 3 was a rewrite.   I've attached scans of the BLACK MISTRESS story.
