Here is a rare mental treat folks! I just reviewed Alfred Webre's book on
the preparation of our entry into Universal society to join with the
intergalactic federation and WOW I do think he will be worth a listen on
Jeff Rense's show Sightings on 29 May. Did it ever occur to anyone that
earth may actually be in quarantine from the rest of the Universe? If you
weight up all the odds of this being likely - well it seems to fit
perfectly. This is great exercise for expanding the mind. Be good to get
some feedback and see what others think too - Alfred has been hiding his
talent. I think people need to get prepared for the possibility of us
rejoining the Universe. They are here and we aren't prepared....Alfred used
to be a futurist at Stanford and has sussed out all that we need to achieve
to get back into the universal fold.

Alfred Lambremont Webre, JD, MEd brings to his work credentials as a
futurist at Stanford Research Institute, studying extraterrestrial

EXOPOLITICS by Alfred Lambremont Webre

This is one of the most deeply thought provoking books I've read in some
time.
Alfred appears right in his perception that almost a majority of US adults
know intuitively that we are a part of a populated universe and have been
kept in the dark about the implications of this. Can our intuition override
deliberate disinformation about this disributed by officials? The rest of
society who choose not to believe there is life out there have been deceived
from birth. This could possibly constitute the need to evolve more and may
even as Alfred suggests reveal the real reason why we have been quarantined
from active participation in Universe society, by the rulers of the
universe - exopolitical reasons, reasons of Universal politics.
Have the rest of the interplanetary federation deliberately shunned us and
left us alone to transmute our violent, warlike and destructive tendencies?
Could there be unseen Universal guardians watching over the Earth - and I
would also ask, maybe even an unseen planetary ruler acting as owner of this
planet, answerable to Universal rulers?
Alfred suggests that how much we know about Earth and its environs is
exactly backwards. He suggests we live in a highly populated and organised
society of life bearing planets. Universal politics, which have kept Earth
in this planetary quarantine are obviously lifting now. He suggests things
we can do to hasten the imminent Universe reunion. For this he suggests a
"Users Guide to Life" issued at birth, containing standard instructions for
at least four elements of our life on earth.
This guide would reassess and contradict key tenents of our world view -
from evolution to creation beliefs, which contain an element of truth about
the origin and structure of the cosmos. It would show how all we've believed
cosmologocally is exactly backwards. However some have broken free and have
Universe consciousness already. He suggests religion, an expression of the
collective human intuition, may be one of our more fruitful access points to
working models for the study of intelligent civilization in inter-stellar
space.
Alfred puts forth the idea that the "User's Guide" could incorporate the
disiplines of human religious traditions -Christianity, Buddhism, Islam,
Judaism and Hinduism because they contain ancient and potentially fruitful
models of the first principles, under which the universe is organized. He
writes that religion was the repository of the collective human intuitive
reality sense and itself often originally claimed to be influenced or
created by higher intelligence itself. His suggestion is, that we can trust
this intuition and guide it with the principles of scientific method.
However this would imply in my opinion, that all religions have worth, which
I don't agree with in principle as they vary far from the ideal in some
cases. But certainly some good, provided all the bad is disposed with, could
be selected to add to a common Universal 'belief reality' that possibly the
Universal society have collectively decided is 'truth'. We don't know yet if
they have a common collective belief system but plans are afoot here now to
create a global religion through UN's United Religions Initiative.
But could it end up a love and tolerate your fellow man, be fair to all set
of rules which deny initiative original thought?
Alfred is more positive and suggests the Universe is the product and
creation of advanced, intelligent civilizations. However I would ask do they
also have radical individualists, rebels out there? Those who do not conform
to a Universe society that is ordered and run intelligently - logic would
answer yes. He suggests four reasons why we do not officially recognize the
populated, organised universe.
1. THE GARDEN OF EDEN HYPOTHESIS.
A quarantine imposed by Universal goverment for disobediance.
2. THE EVOLUTION HYPOTHESIS.
We have only now evolved to the stage of aquiring science necessary to
locating other intelligent civilizations.
3.OSTRICH HEAD IN SAND HYPOTHESIS.
The Universe may appear devoid of intelligent life, because we are not able
to perceive the ongoing signals and visitations of ETs.
4.THE CONSPIRACY HYPOTHESIS.
Covert Intelligence agencies and human forces want to keep earth isolated
for their own power reasons - flooding humanity with bogus
"disinformational" UFO sightings and alien "abductions".
Alfred suggests each of these is true. Our "User's Guide" would tell us that
the laws of physics, astro-physics and astronomy are our only mode of
determining the true realities and dynamics of the Universe. Also that the
ancient models of the world's religions and philosophies provide very
suggestive models of exopolitics. He writes of a way to break free of
illusions
and become ready to reintegrate into an intelligent Universal society.
Here is his plan - The intuitive method of knowledge is what human culture
since time immemorial has used to survive. If we already 'intuit' that Earth
is part of an interplanetary society of advanced civilizations, then why not
let go altogether of the illusion that earth is not being monitored now? Are
you ready for a dramatic change in our collective planetary life? He says
our intuition is as powerful, if not more powerful, than our intellect. We
should use it to contemplate freely the vision of a populated, regulated
Universe, with travel, commerce, interplanetary universities and
communications media. He suggests visualizing planetary societies, varying
intelligent species and an inter-stellar federation of planets.
Interplanetary government orders are under Universal law, whose full nature
is beyond the conceptual understanding of human government on earth. This
includes Universal courts, administrative tribunes and enforcement
technology of interplanetary society. He continues that Universal government
functions according to classical principles that we on Earth can understand.
So far this all seems reasonable to me that from the mature vision of
Alfred conception of this, it could well operate smoothly and orderly in
Universal society. I
would be wondering about those species/races which don't conform to
Universal law - do they see earth as a hideout, due to our lack of strong
leadership and lack of defence technology?
Now to go a little deeper into the four hypotheses that he has elaborated
on.
The Garden of Eden hypothesis.
Could Adam and Eve be interplanetary colonizers on earth, as part of a
Universe goverment mission to an evolving planet in its early stages of
intelligent life development, as Alfred suggests? A brilliant rogue
lieutenant (the "Devil") succeeds in tempting the colonizers into a
rebellion and succcession of this life experiment planet from the Universe
government. The rebels, lead by the "Devil" are ultimately defeated by the
forces of the interplanetary government, which place earth in quarantine
which has lasted to this day. The purpose of this allows the effects of
inter-planetary rebellion on earth to take their natural course and
eventually heal.
Quarantine can be enforced by advanced technology. He has worked out two
advanced para-scientific principles which would govern the work of Universe
society scientists, as they monitor the earth during quarantine. They
specialize in the growing and cultivation of planets.
1. Dimensionality - which is based on applying the knowledge of the inner
dimensions of the universe to observe us unseen and to control the time and
space of earth.
2.Reflectivity - is similar to a psychic healer attuning to the aura or
energy field around a patient and obtaining a holistic picture of a
patient's being. Tuning into the planet for a deep understanding of energies
emanated.
The powerful nations, notably USA, are attempting the miliatrization
of outer space. This could be the single most important factor in continuing
quarantine from civilized society. Through reflectivity, advanced
civilizations can monitor us from afar and travel to Earth without being
observed, by navigating through the Universe's multiple dimensions.
Alfred writes that Universe society can induce humanity into an awareness of
itself by what psychology calls "peripheral cueing", so they can emerge from
multi-dimensions and communicate with humans as they need. He suggests that
unfortunately
human military-intelligence forces have learned to mimic Universe society's
communications in an effort to condition and thereby control the human mass
mind's experience of the "extraterrestrial".
He continues - The UFO phenomen began in 1947 - They are one key causal
force in raising human awareness of Universal society, now to such high
levels that 45% of adult Americans now believe in life elsewhere.
Paradoxically, human "disinformation" about Ets being "bad" are driving
humanity's awareness of higher intelligence in the Universe.
I would add too, that it is probably best that we know the capabilities of
the really bad ETs now, so that when we do eventually get around to
rejoining Universe society we at least have had experience trying to free
ourselves from whatever may take advantage of our innocence. We would
ideally be wise and not gullible when all sorts of ETs make themselves
available for possible contracts. Maybe even it was the "good guardians" who
threw us in the deep end to toughen us up.
Alfred describes that as human science discovers more of the scientific
past of our planet, they are actually discovering the work products of
highly advanced agents, within our Universe. He adds that slow evolutionary
cycles in the Universe prime a planet to be capable of bearing life. A
multi-dimensional array of forces is necessary because species, like
humanity, have both biological and spiritual components. We are now
discovering the work products of highly advanced sophisicated
life-technologies of Universe society, to advance an intelligent
life-creation program.
Even reading Alfred's book, I find my mind expanding, by contemplating an
objective view of this planet through the eyes of a Universal
life-technologist and our future part in a Universal reality where we can
travel under the guidance of Universal laws and regulations. What strongly
marks this book apart from other books of this nature, which are often
channelled anyway, and to date I've not seen any others written that have
contemplated our role in a Universal society, is that Alfred has used his
experience in life to guage, through sheer reason, what must be achieved for
us to be taken "out of quarantine".
Scientists have often wondered if there was life out there and looked for
technical answers, but if we really contemplate how we could have come to
the evolutionary level we have now, it would seem Alfred is right. We have
obviously been quarantined, we are not sure yet by who, yet multitudes of
intelligences from all dimensions have a whole lot of activity towards us
living on the planet and its all usually unseen. Maybe if we, as Alfred
suggests, give it some thought en masse that we are not alone, I wonder if
it may even give us the ability to communicate with them by evolving the
necessary telepathy. All our brainwaves together in sync, and in
anticipation, could well take our consciousness to a higher level.
This seems a possible scenario that he has written .... an ancient
planet-wide
rebellion of key officials against Universe society happened in our distant
past, overthrowing the Universe representatives on this planet. The
planetary rebels sought to secede from Universe society and to take Earth
over as a rogue planet.
Well I guess this would explain the apparently underground ET bases on this
planet.[ Figure by an ex-military man said to be 1,400 ] Linked to each
other
all over the planet from ancient civilizations. Is earth an outpost for
rebels, with Ets coming and going as they please with no form of regulation?
Could it be that the unseen ruler is even still the brilliant rogue
lieutenant -the "Devil"? This is what I would ask.
Alfred continues - the Garden of Eden story may actually be a fragmentary
portrayal of this. Did our social heritage then become a planet of cosmic
ignorance, violence, disease and poverty? He writes that we on Earth
devolved. However I would ask, could it be that through struggle without
technology and being faced with each other's failings we have developed real
strength of character and individualism. This could be the envy of more
peaceful but possibly bored intergalactic citizens in highly civilized
societies. Rebels can eventually become streetwise and resourceful. We have
restarted civilization many times and given many people the opportunity to
develop new skills by starting fresh. Could this even improve our DNA by
giving us ancestors in different roles and civilizations? What does Alfred
say?
He confirms this possibility .... In our individual lives and collective
human
culture, humans have to face more evil and ignorance than a comparable
intelligent civilized world would confront, on another planet. The flip side
of Earth's enforced isolation is that humans have emerged as a hardy species
of intelligent, spiritual souls. With the isolation of earth from on-hands
guidance from Universe representatives, this planet has become a short,
intense testing ground for new and old souls alike.
He goes on to say apparently earth may have quite a reputation in the
Universe as a challanging, but rewarding place to live through a human life.
He excells himself with this passage .... Earth's planetary isolation has
built
a soul that can live on hope alone. Our human souls must reach down deep
into inner resources in order to overcome many of the lingering tendencies
of the planetary rebellion - war, confusion, poverty, violence and
ignorance.Earth's challenges may be ideal circumstances for our long run
evolution in the Universe. I agree that a life or two here may make us more
aware of the whole human spectrum of experience as a turning point in our
very long run Universal material life span.
I also ask, could a life here be a chance to bring all the aspects of of our
spirit to unite to overcome limitations of primitive technology, by drawing
on our own inherent quest for survival. Survival of the fittest may have
weeded out many failures.Perhaps on other planets the same weakness may have
got support? Whereas here we die out. Could we on Earth be more complex
souls, with a richer inner life, than more advanced technological
societies? We get to choose much here, due to a lack of uniformity in global
laws and if we don't like our country we can move to another.
Alfred writes... Earth�s socially dominant belief that the Universe is
unpopulated is only as strong as the knowledge on which the belief is based.
The modern human
belief that Earth is in a chaotic, denuded Universe is based on knowledge
formed from our own human projections. ...There is no challenge greater
for a modern human being, caught up in the materialistic daily chaos of
Earth, than to acknowledge the inner soul as the center of their being.
Our intuition is our way out, Alfred mentioned earlier.Yes a knowledge of
science won't raise our consciousness, only give an understanding of how the
universe functions materially. People are not usually included as
multi-dimensional souls. He sums up our mass delusions .... were the
planetary quarantine suddenly dropped, we would have interplanetary
commerce,
transportation, communication and participation. It is time for a
fundamental re-assessment of what we know about the Universe in which we
live.... We are isolated Universe hermits only in the delusional blinders
of the quarantine of Earth.
He writes a plan for reintegration into Universal society... As a central
act of exopolitics, let us create the Decade of Contact. The Decade of
Contact is a social program of a decade or more, officially dedicated by
human institutions to the issues of extraterrestrial contact. A decade or
more of
official world participation in a funded, vast effort would probably go a
long way toward activating global consciousness...
In short, deconstruct military and property interests that are committed
against reintegration of earth into Universal society. Including world
nuclear and petroleum infrastructure, which would be made obsolete and be
replaced by free energy. He writes that Universe society outlaws war. Also
that the basic tenets of Earth's religions may have to be adjusted for
accuracy. Could be right here too, by saying that ending the Earth's
quarantine in some ways, like any political process is messy and involves
struggle between opposing forces. Alfred thinks there are forces on Earth,
which are firmly committed to stopping a reunion with inter-planetary
civilization eg the military, nuclear and petroleum interests who would not
be able to control us then. They would all lose their power.
Again Alfred writes that ....the human body politic must become aware of its
fundamental Universal circumstances. Our Universal relationships would
include awareness, emotion, feeling, reciprocy, mutual interest ... all the
factors of our present human denial about intelligent life in outer space.If
anything we have titanic barriers of ignorance and cultural apathy about
anything not related immediately to Earth. We send out the barest feelers to
space eg SETI. We really send out on our behalf, signals to interplanetary
space society, the militarized space programs.
He also writes ...Earth is in quarantine not because we have violated some
law of
astrophysics. We are in quarantine because of a violation of a norm
against rebellion from Universe society. Therefore we are victims of
interplanetary legal consequences. Natural law tells us that these
consequences can be reversed, for good grounds. The cultural barriers
against Universe society prevent formal human education about Earth�s period
of isolation and planetary quarantine. We humans seem
to have our collective head in a cosmic paper bag, and can�t quite fight our
way out of it. It is a mystery why we cannot fathom the existence
of Universe society and of our role within it.
Alfred suggests a decade to evolve out of our quarantine.... our "Decade of
Contact" shifts social investment in science, education, communication,
government, community politics, religion toward exopolitics - integration
with Universe society and deconstruction of the barriers to entering into
Universe society. It re-kindles a human desire to experience the unity of
the Universe.
I agree that it would take maybe a decade to accept military power, using
electromagnetic mind control, political oppression, economic exploitation is
not the norm and that a higher existance awaits. He writes that love is the
central organizing principle among advanced civilizations. In short, an
unprecedented motion forward for humanity on earth will come about for the
collective human mind, once the corrupt, violent system of earth government,
now unaccountable to the masses, reaches the moral Universe standards of
Universe civilization, as they are deconstruced and reformed. I might add
here that according to Amnesty International almost all the world's
goverments
use torture as routine.
He writes that the barriers of ignorance over the collective human mind will
be taken down. Our integration with Universe society will be accompanied by
an unprecedented demoralization and and expansion of individual liberties
here on earth. Plus the ending of the environmental degrading caused by the
energy infrastructure, owned by a narrow terrestrially orientated oligarchy,
that has been in our resistance for too long.
I personally would hope that if we do integrate with the wrong
interplanetary alliance, that we don't end up their slaves, being at a
disadvantage in knowledge at how the system operates. I have read from a
military expert, involved in analyzing the situation, that there are three
Universal Alliances. Alfred continues that the reigning of oligarchy and
secret societies have worked to keep humanity divided and ignorant of the
Universal heritage, with the intention of Universe technologies not being
made available to transform our way of life and standard of living.
....The wealthiest 250 individuals and families, own more than the bottom
2.5
billion people do. By seeking to keep the human community ignorant and
isolated, they continue all the evils of rebellion against Universe society.
Evil spirits of avarice have netered the consciousness of the
plutocratic elites -other species in nature help their own......
He writes that..... for the last several thousand years, the reigning human
culture - violent, conflict prone and terrestrially blinded is like
a dangerous thug. It would rather destroy us all, or keep us in bondage of
ignorance, than allow the human race to move on to the next evolutionary
destination. He suggests we can leave behind our abusive and imprisoning
terrestrial culture and
transport purselves to our real interstellar selves. We can affirm that we
are citizens of the universe. We can let go of the abusive programming of
isolation by changing our consciousness....
.....Eventually our new consciousness grows into the mass mind of of human
Universe citizens. Humanity joins Universe society through a dedicated
Decade of Contact......
....It seems rather synchronistic... he writes ....that human science�s
ability to detect life-bearing planets comes at a time when exopolitics
tells us we are being prepared to leave behind our planetary quarantine. It
is within our power to secure our release from enforced isolation � by
transforming and fine-tuning how we behave as a planet.
Alfred makes agood point here by writing -
....Increasingly, we humans have grown to make friends of these advanced
forces of the Universe, by allowing our unconscious and higher selves to
accept their presence. There has been a spiritual revolution occurring on
the planet since the middle of the 20th century. It is easy to get in touch
with this process at the personal level � just allow yourself to be
receptive to it. Cultivating your personal awareness of cosmic patterns...
This is pertinent too..... Once we become conscious of our true situation,
we will have the strength to move ourselves out of the Universe paper-bag we
are in. We can come to understand the scientific, historical, physical,
emotional, mental, and spiritual aspects of our Earthly quarantine, and move
collectively to end it.....
I agree with Alfred when he writes..... There is no good, logical reason for
stalling any longer on a systematic program structuring Earth�s rejoining
Universe society....Human intuition will filter out covert propaganda..
Eventually mass intuitive perceptions can become new social norms; the new
"accepted" knowledge.....
I must add that this could become a rather interesting concept. Do we all
draw on a common intuitive pool as some would suggest, or are we drawing on
an accumulation of the experience of many lives? It would be interesting to
get statstics on common intuitive beliefs, but we are trying to define
something elusive. Could we ever get intuition to override logic eventually
and become complete telepaths, like the ETs?
Alfred continues with this provocative statement - procative because the
Illuminati are holding up our entire evolution as a global unit to rejoining
our rightful place in the Universal scheme of things, with their deliberate
" extraterrestrial misinformation program", the militarization of outer
space and destruction of the ecological system by big business, plus cutting
the rain forests down for a quick fix. I have even read that the Americans
were going to set off a nuclear bomb on the moon to impress the Russians
during the cold war.
...Our war-like violent society has Universe consequences � it marks us as a
backward civilization incapable of participating in the advanced Universe
scheme of things...
We are not all warlike but sometimes wars are started deliberately by arms
manufacturers interests and to depopulate and cause instability which
hastens a UN world army. We are being robbed by a small percentage of the
population of evolving into Universe society. They do also have the
advantage of electromagnetic mind control technology.
Luckily we don't have to take it - Alfred has a positive solution in that
.....We can transform ourselves by becoming Universal citizens mentally over
a period of a decade. Then if there were a sudden, massive public showing of
itself by Universe society. Overwhelming presence would surely trigger
transformation � the repressive beings of Earth cowering in their private
spaces, and the joyous ones dancing in the streets. End the quarantine
gradually, in a structured, interactive mode, allowing for time and space
and benefit to mature.
Yes, this too is reasonable. Many people find the concept of life elsewhere
difficult to fathom, however each generation becomes more global thinking
and eventually all it needs is a step further to a Universal outlook by
increasing our knowledge of the Universe, just like we are quite familiar
with the local planets.
He writes that ....an intuitive awareness of ET visits to earth, regardless
of disinformation can override deception. That subliminal communication and
awareness is increasing ET awareness. I guess seeing them fly past regularly
helps too. Can they also influence our dreams and reveal the truth that way?
Alfred suggests ......with this intuitive awareness, a critical mass of
humanity becomes consciously connected to the organized cosmos....the
Universe psychologists are charged with gently triggering a cognitively
retarded human species into full consciousness of Universe society, without
over whelming them into fear or paralysis..... In short humanity's coming
into full Universe consciousness follows the regular scientific laws, but we
differ because we have been kept in quarantine - so from Universe society's
point of view, Earth's humanity are unique in species evolution.
He warns.... As individuals, we can choose the process as an opportunity; or
we can
choose to be in resistance and regression.... Your intuition, your inner
sense of cosmic order is very wise in choosing. He goes on to say.....
Historically, we are back at the same point along the evolutionary spiral as
we were when we first entered Universe quarantine.... This time, instead of
becoming separated from the organized Universe, we are becoming
re-integrated with intelligent society.....Exopolitics provides the
structure, the framework that allows Earth�s Universe re-integration to take
place....A positive vision of life in an organized Universe is extravagant
and blissful; not dark, fearful, conflict-ridden, or slave-like.....It may
be true that science fiction cinema and literature occasionally paint a dark
future for humanity in outer space....Of course, we can chose a
self-destructive reaction to Universe society�s approach-plan. That too is
but a temporary setback in Earth�s inevitable evolution back into
inter-stellar society.
We need to break out of the illusions that stop us from being positive about
this.
He writes..... Secret military-intelligence disinformation about Universe
society mimic "extraterrestrial activity" in order to control public
opinion, and the psychological gateways to Universe reintegration. Covertly
orchestrated confusion now affects current human attitudes and knowledge of
extraterrestrial intelligence....
I might add that there are also Nazis in Antarctica flying UFOs with their
Pleiadian gained technology, plus Russian cosmospheres, earth built Black
Triangles etc which add to the confusion.

advanced civilizations will bring advanced relationship with God and the
cosmic forces of the Universe. Increased personal consciousness
of God and the cosmos will accompany Universe integration. Likewise, the
world�s institutional religions must accommodate the advanced scientific
reality that God is Source. Human religions may react when learning that
many of the details of their faith-belief may be mythology, scientifically
false in this expanding relationship of humanity with the Universe. Humanity
will finally cease to war against itself in the name of God when Earth
becomes part of interplanetary society.....
I would also like to add that as another ideal, science would not override
religious experience as a proof of God. A vast increase of knowledge about
other inhabitants, could delay a personal relationship with the Creator for
those who are not religious yet. But it may raise their consciousness of an
understanding of how the universe was created then eventually to contemplate
the nature of the Creator. For those who have a firm faith already,
certainly integration and exposure to Universal societies can bring a vast
mental and emotional expansion bringing a higher consciousness.
He concludes: ....we humans are not alone.... As a species, we do not have
ultimate title and property to our planet and to interplanetary space. We
exist in the Universe subject to Universal laws. We are in a multi-party
Universe, on a multi-party planet. As we embark on the process of
mobilizing our human awareness, we will find that we have the help and
resources of a very advanced civilization that is organized throughout
Universal space.Universe politics is how we humans relate to Universe
society; how we enforce each our rights in organized interplanetary society;
how we request and seek out Universe society�s resources and
responsibilities for our planet.
Alfred feels we have reached a point in human history where fear should no
longer paralyze us from seeking out our membership in Universe society.
I think he is right!
This is a unique book written by a man who is able to grasp the enormity of
earth fitting into a Universal run political and social system. He hasn't el
aborated on the cons, but the pros look good and as an ideal it should work
out just fine for all of us provided the majority of the inhabitants we
would be poltically involved with are fair, kind and wise.Certainly they
have advanced technology and many would love this aspect, but will they be
cataloguing us genetically as well, or can we remain as mysterious and
fascinating as we already are to ourselves? Do the other civilizations out
there have the emotional development we have here, that we suffered in
deprivation to earn? Can we build an emotional bond with them in goodwill
and fellowship? Are they too scientific to bond with us emotionally?
Alfred's positiveness about this occuring has rubbed off on me and entered
my hopes -should we take a giant leap of evolution and trust what's out
there even though there are billions of galaxies? Would we go under the
authority of the Milky Way ruling council? We don't know how the system
operates yet..perhaps we could start small and integrate with the local
planets and then perhaps the Central Sun that our Sun revolves around. I
look forward to part two of this enthralling mind and consciousness
expanding book where Alfred has perhaps worked out how we can integrate with
the minimum of disturbance to our perception of who we are in the eternal
scheme.
