Despite the efforts of liberal anti-fascists to exclude the Far Right by bureaucratic means, such as increasing the level of deposits for candidates and raising the number of votes needed to save deposits, the BNP gained 2.87% of the vote, passing the 2.5% required to save their �5,000 deposit. Not only does this confirm their gradual increase in electoral support, but it also shows that an anti-fascist strategy based on bureaucratic manoeuvres is not working. The strategy is clearly endorsed by the Labour Party and conveniently punishes electoral opponents from the Left as well. As more and more working class voters become disillusioned with Labour this strategy will be exposed as having nothing to do with anti-fascism, because unless there is a challenge to Labour from the Left then the Far Right will continue to grow unopposed. There is no alternative now to fighting the fascists politically for the hearts and minds of what is known as the traditional Labour vote. More important than the BNP saving their deposit is the fact that they beat the main challenge to Labour coming from the Left. The London Socialist Alliance (LSA), which includes most of the Left and is dominated by the SWP, got 27,073 votes in the London List (the only place where the BNP and LSA were in direct competition) - more than 20,000 less than the BNP. Although the LSA got 46,530 votes for their candidates in the constituencies (which the BNP didn't contest) pre-election claims by the LSA that they could win up to 4 seats show how unrealistic they are. Mark Steel (SWP member and LSA candidate) claimed on radio that if the left vote hadn't been split by the Socialist Labour Party (13,690 votes) and the Communists (7,489 votes) then they would have beaten the BNP. But if you want to play those sort of games if you add the UKIP's vote (34,054) to the BNP then the Far Right get 81,724 compared to the Left's 48,252. With the BNP's candidate for Mayor, Michael Newland, getting nearly 80,000 first and second preference votes, almost 10% of what Livingstone got, and the BNP winning 7.1% of the vote in the City and East constituency, you get a more serious analysis of the state of play. Although it is a significant development that the Left are prepared to stand against Labour, in contrast to their old 'vote Labour with no illusions' strategy, there is certainly no room for complacency. Instead the GLA Assembly election results add a sense of urgency to the need for the best elements on the Left to rejoin the real world and start taking up the issues that concern ordinary working class voters rather than the issues which concern the Left. A failure to do this will see further gains made by the Far Right. It's as simple as that. Laurie Hiett pleaded guilty to the charges in January; Col. Zapata, a teacher by profession, was president of the Segovia Human Rights Committee, and was a leading member of the Northeastern Human Rights Committee and of the Seeds of Liberty Human Rights Collective, an umbrella organization of human rights groups. The Antioquia Teachers Association (ADIDA) and the Frontino Gold Mines Workers Union announced 24-hour strikes for May 5 to protest Zapata's murder. The day he was abducted Zapata had reported to local authorities that between Apr. 15 and 28 "new paramilitaries in the area who do not know me have inquired about my whereabouts eight times." A group of about 500 paramilitaries had reportedly entered Segovia and neighbouring Remedios municipality on Apr. 3; a large number of government troops are stationed in the area, but did nothing to confront them. [Amnesty International Urgent Action Appeal 5/5/00; El Colombiano (Medellin) 5/5/00] * * * ____________________________________________________________________ MEXICO: NEW POLICE UNIT TO ATTACK REBEL COMMUNITIES? ____________________________________________________________________ In testimony before the Mexican Senate on Apr. 29, Federal Preventive Police (PFP) commissioner Rear Admiral Wilfrido Robledo Madrid announced that PFP elements may be sent to the Lacandon Forest in the southeastern state of Chiapas to deal with "people who are causing [forest] fires." In response to a question from Sen. Mario Saucedo Perez of the leftist Party of the Democratic Revolution (PRD), Robledo said that the PFP might also be used to remove indigenous communities in the rainforest's Montes Azules Biosphere Reserve. Some 32 communities--17, according to the Reuters news service-- have formed illegally in the reserve over the past 40 years; the residents tend to support the rebel Zapatista National Liberation Army (EZLN) or the leftist Rural Association of Collective Interest (ARIC)-Independent. The Environment, Natural Resources and Fishing Secretariat (SEMARNAP) has asked for the communities' removal on the grounds that the residents might cause forest fires by the traditional controlled burning of the milpa (indigenous cornfield) before the new planting. The government blames this process--in use in Mexico for several thousand years- -for a fire that devastated the Chimapalas reserve in 1998. The Group of 100, one of the country's best-known environmental organizations, has called for the government to prevent fires in Montes Azules but has not called for the eviction of the settlers. Local indigenous people say any fires that have gone out of control were set by supporters of the government as a pretext for further militarization of the region. Back in 1994, Fromm was scathing in his criticism. The Commission, he wrote, was composed of "highhanded meddlers" whose activities are "an affront to free men and women and make a mockery of our Charter of Rights and Freedoms." At the time, Fromm was all in favor of "abolishing human rights tribunals." But times have clearly changed. This past March, it was revealed that Fromm had sought, and had been granted, intervenor status in a BC Human Rights Tribunal hearing. The Okanagan Lesbian and Gay Pride Week Committee had filed a complaint against Mayor Linda Larson and the Town of Oliver. Like most of the communities in the Okanagan-Shuswap, politically and economically dominated as they are by right-wing Christian fundamentalists, the Oliver town council had refused, in 1998, to proclaim Gay and Lesbian Pride Week. Fromm has entered the Tribunal hearings on the side of Mayor Larson. "The gay and lesbian juggernaut has to be stopped somewhere," he said. Two years ago, Fromm and a number of other white racists, antisemites, and Holocaust-deniers including Eileen Pressler, Doug Collins, and Doug Christie, had been scheduled to hold a rally in Oliver, on town property. At that time, it had taken a great deal of lengthy and concentrated persuasion on the part of anti-racist organizations to finally convince Larson to refuse this gang of fascists the use of community property. Since then, Larson has been hypocritically parading herself as a crusader for human rights, and a good many human rights organizations have been buying into the charade, happily inviting her to speak on any number of diversity panels. Apparently, though, Larson is less than enthusiastic about the human rights of gays and lesbians. Significantly, Larson could have formally complained to the Human Rights Tribunal about Fromm's request for intervenor status, but she consciously declined to do so. Such a refusal takes on real importance. Larson knows precisely who Paul Fromm is. To refuse to complain about Fromm's application is, quite literally, to accept his help. The Lesbian and Gay Pride Week Committee did file a formal complaint, but was rebuffed by the Tribunal. Indeed, the Tribunal maintained, in a written decision that will go down in history as an example of utter stupidity, that Fromm's organization CAFE (Canadian Association for Free Expression) "has a demonstrated interest in freedom of expression issues in the context of human rights legislation. I am prepared to accept that its participation may assist the Tribunal in its resolution of the constitutional issues raised in this complaint." When Nitya Iyer, the Tribunal member who wrote this bizarre and extraordinary interpretation of Fromm's "demonstrated interests," was contacted, she refused to comment on her written decision. Indeed, she could not even recognize direct quotations from her own writing, let alone suggest what might have motivated her to write them. More than anything, her concern seemed focused - to the point of alarm - that someone from the public had been able to discover her office phone number. Keith Saddlemyer, the head of the Human Rights Tribunal, was also less than helpful when interviewed. He claimed never to have heard of Paul Fromm. When Fromm's political history was pointed out to him - at some length - he seemed quite unperturbed. Appallingly, the very organization which one might assume would have not only a broad, but a deep knowledge of human rights - the BC Human Rights Tribunal - seems itself entirely unaware of the leadership of the racist and fascist right in Canada, and their political consciousness must be deemed naive at best. The Tribunal may be unaware of Paul Fromm, but Fromm has never wavered in his contemptuous opinion of the Tribunal: "It is a court of the Star Chamber ... they make up the rules as they go along." The Tribunal hearings will be held in Oliver in July. In the meantime, Fromm has been "demonstrating his interest in freedom of expression and human rights" by joining with Don Black and David Duke as a speaker at the American Friends of the British National Party (AFBNP) in Arlington, Virginia, on March 30. David Duke is an ex-KKK leader and former Nazi. He is currently president of the white supremacist National Organization for European Rights. Don Black is the neo-Nazi director of Stormfront, the world's first and largest neo-Nazi Internet website. The British National Party is a long-time fascist organization with connections in both the US and Canada. Former speakers at the AFBNP have included William Pierce, leader of the National Alliance, largest Nazi organization in North America. Fromm's recent appearance in Virginia appears to be part of a move to develop deeper connections in the US. For the last two or three years he has been attending meetings of the politically powerful neo-Confederate and white racist Council of Conservative Citizens. In July 1999, Fromm had written an official report for the CoCC on their meeting in Fairfax, Virginia. In December 1999, Fromm was a featured speaker at the CoCC semi-annual meeting in Huntsville, Alabama. Fromm's connections to the AFBNP and the CoCC should come as no surprise. Since the late 1960s, Fromm has been spinning a wide web that has included neo-Nazis like Revilo Oliver and Wolfgang Droege, Holocaust-deniers like David Irving and Ernst Zundel, anti-Semites like Eileen Pressler and Ron Gostick, and right wing organizations from the Reform Party, to the Confederation of Regions Party, the Heritage Front, and the World Anti-Communist League. No doubt all this experience with such a diversity of fascists will help Paul Fromm in his bigoted intervention against the rights of homosexuals, just as it will, no doubt assist the BC Human Rights Tribunal "in its resolution of the constitutional issues," in the complaint against Mayor Larson and the Town of Oliver. In the meantime, and until the progressive forces in Oliver defeat not only Paul Fromm but Mayor Larson, the time-honored chant still applies: Gay, straight; black, white; same struggle, same fight! They are the victims of a political show trial. The 13 are being tried in secret before a Revolutionary Court in a procedure that denies them the most elementary legal and civil rights. If convicted, they face the death penalty. The political motives behind the trial are unmistakable. It has been mounted by Tehran's clerical reactionaries in order to whip up Islamic fanaticism and anti-Semitism. The regime of the mullahs, discredited in the eyes of broad layers of the population, apparently hopes to marshal support from the most backward and reactionary social layers. The 13 were arrested in March of 1999, but their arrest was kept secret for three months. Jewish groups and foreign governments, including the US, kept silent on the arrests while negotiators worked to secure their release. When all efforts to reach a compromise failed, Jewish groups went public, obliging Iranian officials to confirm the arrests and announce that the defendants were to be charged with espionage. Since then, negotiations have continued. At one point, the Israeli government asked Yassir Arafat, chairman of the Palestinian Authority, to intervene to secure their release. No evidence has been provided to justify charges that the 13 were operating a spy network for Israel, or even to explain the circumstances leading to their arrest. The defendants are mostly in their 20s and 30s. They include a rabbi, a shopkeeper, an office worker, three Hebrew teachers, a university professor and a student--to all appearances a group that would be unlikely to have had access to classified information. The principal evidence against the accused appears to be the fact that some of them travelled to Israel to visit relatives, and therefore have the forbidden Israeli stamp on their passports. One of the accused spent three months in Israel, where his mother lives. While even innocuous communication with Israel in any form is illegal in Iran, it is usually tolerated. Many Jews openly admit that they have been in touch with their relatives for years via telephone, fax and email and through third countries such as Turkey. If anything, however, this "evidence" argues against the state's allegations of espionage. What Israeli spy would make a trip to Israel, knowing for certain that by so doing he would attract the attention of the Iranian authorities? Iranian law recognises five different degrees of espionage, which carry penalties ranging from six months imprisonment to execution. When the arrests became known last June, the country's chief judge, Muhammad Yazdi, immediately declared that the suspects would face the death penalty if found guilty. He made the announcement at Friday prayers in central Tehran and was greeted by a chorus of worshippers shouting, "The Israeli spies should be executed! Their execution is an Islamic order." Since then the accused have been denied access to legal counsel, and family visits have been refused. The case finally came to court in April, before being adjourned for hearings this month, after the Jewish holiday of Passover. In the so-called Revolutionary Courts one state official serves as judge, investigator, prosecutor and jury, and even appoints the defence lawyers. No one--family members, human rights groups or the public--is allowed to witness the proceedings. >From the start of Islamic rule in 1979, the Revolutionary Courts have dealt with the most sensitive cases of national security, drug trafficking and public morals. Held behind closed doors, the Revolutionary Courts have been a crucial weapon in maintaining clerical rule, enforcing Shiite Muslim orthodoxy and intimidating the masses. In an interview with a newspaper in September 1999, Gholamhossein Rahbarpour, president of the Teheran Revolutionary Court, said that there was sufficient and compelling evidence that the 13 Jews were guilty of the charges against them. Earlier in the same interview he had announced death sentences for four people arrested in connection with the student demonstrations in Iran last July, without identifying those sentenced to death or the details of the charges and trial proceedings against them. Amnesty International immediately published a statement expressing alarm at such a public presumption of guilt before the trial of the 13 Jews had even begun. Ten of the defendants have been held in custody for more than a year. The court-appointed defence lawyer, Esmail Nasseri, was only shown the evidence 24 hours before the first hearing began, and was not allowed to see his clients until the hearing was under way. After the first court hearing, Shiraz's judiciary spokesman announced that four of the thirteen defendants had confessed in court to spying. The Iranian authorities paraded the first of the defendants, Hamid Tefileen, whom they claim is the ringleader, on television in his prison clothing, confessing that he had spied for Israel. His demeanour and language suggested a forced confession. Tefileen said he had passed classified information to Mossad, Israel's intelligence service, and received training in Israel. His confession was made without his lawyer being present and it was unclear what Tefileen was supposed to have actually done. So far, six of the defendants have confessed and have been similarly paraded on state TV. In confessions that read like a badly written script, there are repeated references to love of the "Promised Land" of Israel. Of those who have confessed, one is a shoe salesman (Dani Tefelin) and one a store clerk (Ramin Nematizadeh). One defendant, Farzad Kashi, continued to deny the charges even after a confession was extracted from his brother. The court-appointed defence lawyer, Nasseri, has not questioned the validity of his clients' confessions. He says the defence case is based on the fact that no classified information changed hands. "Our defence is that these suspects are not spies, but they have collaborated with a foreign power. Their sentence cannot exceed two to ten years in prison," said Nasseri. In recent years the Iranian courts have executed an estimated 17 Jews for espionage, including a 78-year-old man in 1994. The Jewish community in Iran, whose origins go back to the sixth century BC, is now the largest in the Moslem Middle East. It numbers 30,000, down from 85,000 in 1979 due to persecution and discrimination under the clerical regime. Western governments' muted response The case has provoked protests from human rights groups, and United Nations Secretary General Kofi Annan, Nelson Mandela and a group of visiting French senators have made personal appeals. A Human Rights Watch spokesperson said, "We are concerned that these members of the Jewish minority have been singled out to make a political point. Criminal trials should not be used as a gambit in the struggle within Iran's leadership. Trials should serve justice, not politics." But Western governments, most notably the US, have made only the most perfunctory criticisms of the trial. President Bill Clinton has expressed mild concern, along with US Secretary of State Madeleine Albright, who said the trial could have international repercussions. Robin Cook, Britain's foreign secretary, cancelled a visit to Iran, scheduled to begin this week, but went out of his way to emphasise that his decision was unrelated to the trial. The response of the New York Times is of particular significance. The so-called "newspaper of record," which is known for its close ties to the US political establishment as well as the state of Israel, has made no editorial comment on the trial since the first defendants were paraded before the international press. It has barely reported the trial in its news pages. The silence of the New York Times on this grotesque miscarriage of justice, with its obvious anti-Semitic overtones, must be a source of bafflement to many of the newspaper's readers. However, there is a definite convergence between the Times' handling of the trial and recent overtures by Washington aimed at developing more friendly relations with Iran. The Times has for a number of years been arguing for a shift in US policy toward Iran, while insisting that Washington remain intransigent in its military and diplomatic attack on Iraq. Both the US and Britain are anxious to open up relations with Tehran, with Albright leading US calls for a new dialogue with Teheran. The same two countries constitute the hard-line anti-Iraq faction within the United Nations Security Council. These geopolitical considerations explain, in significant measure, the virtual silence of both on the anti-Jewish show trial. France, on the other hand, has been much more vocal in denouncing the trial. Not accidentally, France has for some time sought to cultivate more friendly relations with Iraq, and French oil companies have major investments in Iraqi petroleum. In terms of the political situation within Iran, the trial is taking place against the backdrop of mounting repression and a power struggle between Islamic fundamentalist clerics and a more pro-Western faction, led by President Khatami. Two months ago Khatami's supporters swept aside their more conservative opponents in the first round of parliamentary elections. Since then the clerical hard-liners have gone on the offensive, using their dominance in the courts to arrest Khatami's supporters, close 16 pro-Khatami newspapers and denounce his most ardent supporters as foreign agents out to destroy Iran's Islamic system of government. The trial of the 13 Jews is part of this offensive. The Iranian president, notwithstanding his democratic pretensions, has said little about the persecution of the Jewish defendants. For more than a year, the Sunday sport of choice for dozens of ranchers around arid Cochise County has been to stalk undocumented migrants, round them up with trained dogs, then - at gunpoint - hand the scared Mexicans to the nearest US Border Patrol. "Humans. That's the greatest prey there is on earth," said Roger Barnett 57, a former deputy sheriff turned cattleman. "They're your equal." He shifted his assault rifle so he could pat his muscular hound, Mikey, and then grinned for the network news team. The Bartletts were filmed on Wednesday capturing nine illegal aliens out beyond their barbed wire fence, although the haul is nowhere near their record of 86 in one morning, "There's no shortage," Don Barnett, 54, told The Independent. During March alone, some 72,000 Mexican jobseekers tried to sneak across the flat badlands from Agua Prieta in Mexico to Douglas, Arizona, three times as many as normal. Since the borders were clamped in California and Texas, said the mayor of Douglas, Ray Borane, illegal immigrants have been swarming into south-eastern Arizona in record numbers, using 19th-century routes pioneered by gunrunners and bootleggers. "It's relatively easy - flat desert terrain with no mountains to traverse," he said. "But they may find a gun pointing at them, even mothers carrying babies. Last month one group had seven bullets fired next to them and another guy got shot in the butt. "It is getting way out of hand. There are flyers circulating that advertise for tourists to do this for recreation. Bring your own RV [residential vehicle] and help out a rancher. They even list the essentials: infra-red binoculars, dogs, ammo, sun block. It's a travesty of human rights." These amateur posses of '"armed private citizens" operating along the 83-mile border of Cochise County were denounced by the Mexican government as "xenophobic". Meetings between the Mexican ambassador, Jesus Reyes Heroles , and the US deputy attorney general, Eric Holder, were hastily convened this week. Out of 25 encounters cited, the Barnett brothers were involved in at least 14. "I got no regrets," Don Barnett said. "My brother's ranch is like a garbage dump after the illegals come through. They leave behind tons of junk - dirty diapers, plus what's in those diapers. You really have to watch where you step. It'd take 100 trucks and you still couldn't haul it all away. "The Mexicans get thirsty and cut our hoses, and so our 10,000-gallon water tank drains dry. People stop us on the street daily and ask what they can do. "The Clinton government defends the borders of Kosovo and Bosnia - everybody's but our own. I consider myself a patriot. There is a slo-mo invasion of Mexicans going on and something has to be done. We need troops out there."One would-be migrant who found himself on the wrong side of gun-wielding locals is Cipriano Ramirez. He scrimped for years in Temoac village, central Mexico, earning $4 a day mostly selling sweets, until he finally could pay $1,600 (�1,000) to a professional smuggler known as a "coyote". Promising a new life in distant Chicago, the smuggler arranged a flight north to Chihuahua, then a trip in a lorry to Agua Prieta with a dozen other migrants. Repeatedly, they set out for the Arizona border shortly before midnight. But the unlucky Mr Ramirez was deported back to Mexico after he was felled in his third attempt to cross the border on 23 March. "I thought it was a sure thing," he said from a hospital bed in Hermosillo, Mexico, where he is recovering from a bullet wound. The round entered his right buttock, nicked his tail bone, and perforated his large intestine. It will be six months before he heals, said doctors, but he is out of danger. Mr Ramirez, 32, worries that he may never walk or work again. He keeps a gift box of American chocolates from the kindly American who shot him as a reminder of the journey he didn't complete. He says he doesn't have the heart to finish them. "There were 12 of us and we walked all night long," said Mr Ramirez. "But we did not know there were ranchers hunting illegals. Some time after daybreak, I felt a sudden pain in my belly and began to writhe on the ground. The rancher, Mr Major, said it was all a mistake. He was firing his gun at a dog walking three feet away from me. "He did carry me to his farmhouse and called a helicopter from the Tucson Medical Centre. Later I lost consciousness for five days." Roger Major and his 20-year-old son, Ryan, raise winter squash and landscape trees on a 300-acre farm outside Douglas. "My dad is on his way to Alaska now and I don't want to say much till the sheriff is done investigating," Ryan Major said. "But, yeah, there were two guns involved. It was accidental. The Mexican had long hair and he was screaming, but he was definitely a man. Me and my friends went and saw him in Tucson, and so did my parents." His father organised a medical evacuation. In Mexico, Mr Ramirez said: "The Majors visited and even wrote me a letter which says they are truly sorry and I am in their family's nightly prayers." He has filed a complaint and plans to sue for damages. "I hope the authorities in the United States can find a remedy for this problem, because we want nothing more than to go to work," Mr Ramirez said. "We do no harm to anyone. We go because the wages are so much better than here." Don Barnett has little sympathy. "The bottom line is if some Mexican is squatting behind a bush on private property, he gets what's coming to him," he said. "They are not all so innocent. There are drug smugglers out there with a lot more firepower than me. I am not a vigilante. I carry a Colt .45, but I keep it in my holster. The day I pull it out is the day I pull the trigger." The lawsuit against Roy E. Frankhouser, 60, was filed by the Department of Housing and Urban Development on behalf of Bonnie Jouhari, a former fair-housing specialist at the Reading-Berks Human Relations Council in Reading, Pa. Jouhari, who is white, was responsible for helping victims of housing discrimination file complaints and was an outspoken proponent of the Fair Housing Act, which forbids discrimination based on race. Frankhouser admits that during his ``White Forum'' cable show, which airs in Reading, he displayed ``hateful'' images of Jouhari from a Web site operated by white supremacist Ryan Wilson and his neo-Nazi ALPHA HQ group. One animated picture showed Jouhari's office being blown up. Frankhouser also sat outside Jouhari's house on a regular basis, photographing her, and made harassing phone calls to Jouhari at her home and office. Jouhari said she felt so intimidated that she moved out of the state with her 16-year-old daughter, Danielle Horton, who is biracial. The settlement ``marks a new beginning for us'' and helps draw the line between free speech rights and harassment, said Jouhari, who was accompanied at a news conference by HUD Secretary Andrew Cuomo, the Rev. Jesse L. Jackson and NAACP President Kweisi Mfume. The agreement requires Frankhouser to pay Jouhari and her daughter 10 percent of his income each year for a decade; it was not clear how much that would amount to. He also must attend racial sensitivity training, perform 1,000 hours of community service and display of a fair-housing poster outside his home. And Frankhouser may never refer to Jouhari or her daughter on his television show and must stay at least 100 feet away from them for the rest of his life. Frankhouser, who has a lengthy criminal record, said he agreed to the settlement so he would not have to spend more money on legal fees and not because he had done anything wrong. ``After having spent a fortune in legal fees, this would have been drawn out and cost me a fortune. An apology was simpler,'' he said. ``The president of the United States and Andrew Cuomo can kiss my derriere.'' Buchanan for president, an aide said today. "It is pretty clear that if Buchanan is the nominee that Perot will not attend the convention or support the nominee," said the aide, a party official and Perot ally who spoke on condition of anonymity. Mr. Perot did not return a phone call seeking comment, but another of his main supporters, Russell Verney, said, "He has a very tight travel schedule for business this summer and no definite plans have been made one way or the other with respect to appearing at the convention." The party official said supporters of Mr. Perot felt that Mr. Buchanan's positions on social issues, including his opposition to abortion and gay rights, were contrary to the Reform Party principles against government involvement in private matters. Taking positions on either side of those issues, the official said, would deflect attention from the causes that led to the formation of the party, including its support for campaign finance reform and its opposition to some international free-trade agreements. When asked to comment on the likely absence of Mr. Perot from the convention, Scott McConnell, a senior policy adviser to the Buchanan presidential campaign, said: "Though Mr. Buchanan did not endorse Mr. Perot in 1992 or 1996, he has great respect for him and remembers fondly the battles against Nafta and the W.T.O., in which they were side by side. "If Mr. Perot does want to attend the convention, the welcome mat will be out for him," Mr. McConnell said. "If he chooses not to come, we fully respect his decision." Asked if he would not be disappointed if the founder of the Reform Party did not attend its presidential convention, Mr. McConnell said, "I think I'll stand by the statement that I said." There has always been a will-he-or-won't-he aspect to Mr. Perot's own candidacy for the nomination this year. When Mr. Verney was asked whether there was any chance that Mr. Perot might enter the presidential campaign later, he answered, "No. The window is closed." But Gerry Moan, chairman of the Reform Party, said: "I still think there's an outside chance he'll be there. We hold out hope." On Monday, Mr. Buchanan announced that he had submitted petitions with 129,000 signatures, more than twice the number required, to get on the ballot in Texas. Each drop a shimmering, round, crimson mirror, which plops into a reddened basin, and overflows. Each drop is a bright place-name that communicates a world, in a word: "My Lai; Kent State; Hiroshima; Philadelphia; Tulsa; Jackson State; Rosewood; Haymarket Square; Waco; Wounded Knee; Sand Creek; Fort Pillow; Attica". Of course, for any student of history this list could go on and on and on, for massacres are integral to the American enterprise. What these blood-stained markers of history (and fairly recent, 20th century history, I might add) teach us is the ubiquity of state violence, as well as the impunity of state actors, who commit what would be called, if it happened anywhere else, crimes against humanity. How much time in prison did the trained killers of Kent State do? How about the trained killers of the students at Jackson State? I think they received the same sentence as the bombers of the MOVE house in Philadelphia, the same as the highly trained killers of Waco; and ultimately, the same as the killers of Amadou Diallo, and the vicious killers of Attica. No time; no sentence; for the system saw this as no crime! Kent State teaches that a so-called "free" society will slaughter students who are exercising their alleged constitutional right of demonstrating for peace! And give awards to the killers! And do so with impunity! The passions that drove over a quarter of a million people into the streets against the Vietnam War have cooled in 30 years, but for many, for the poor, for radical dissidents, for prisoners, and increasingly, for black youth, the war has come home. Kent State was indeed a vile, and bloody marker, but as Amadou Diallo shows us, the blood spilled by the state continues to run! It also teaches us the very real limits of the law, when it is the state itself that commits criminal acts! All these absolutely awesome examples scream to us form the charnel house of history, and none of these vicious, premeditated mass murderers spend a single hour in a jail cell! What does this tell us about the nature of things? In truth, weren't these 4 kids at Kent State in fact liquidated because they were exercising their alleged constitutional rights? What does this reveal about the true nature of the state? Of America? Of the Constitution?
