FEDERALIST PERSPECTIVE

In the news this week, the U.S. House voted 237 to 197 to grant China
America's best trade privileges, permanent normal trade relations
(PNTR), removing the annual congressional review of China's trade
status -- and debate about the Reds' human rights atrocities.

The argument in favor of PNTR has focussed on the notion that it will
be good for the U.S. economy, and the claim that bringing China into
great trade relationships with the U.S. will provide some opportunity
for improving human rights in China. However, The Federalist has
opposed granting PNTR to China on various grounds.

Central to our mission, of course, is the fact that a congressional
vote of PNTR is an end-run around the Constitution, which assigns to
Congress the power "to regulate commerce with foreign nations," and
which is completely abrogated as international organizations assume
this power. We also view the evidence and experience of past years'
dealings with China to demonstrate incontestably that trade and
business have not brought the Chinese Communist rulers to greater
respect for the God-endowed rights of their citizens.

But primary among our concerns is U.S. national security, and
recognition that the current policy toward Communist China is the
diametric opposite of the policy our beloved mentor Ronald Reagan
adopted to bring down Communism in the former USSR. Even Richard
Nixon, author of the so-called "opening" to China, shortly before his
death conceded that this policy appeared to be flawed, saying, "We may
have created a Frankenstein."

Noted Chinese dissident Harry Wu says, "Our relations with China are
based on the false idea that the stability of the Chinese Communist
Party is necessary for successful political and economic relations
with China, and for stability in Asia and international peace in
general. ... Peace and prosperity are possible only when human rights,
democracy and freedom are respected."

Ahead of the Senate's PNTR debate, Fred Thompson notes, "I am deeply
concerned about China's continuing proliferation of weapons of mass
destruction." (You may recall it was Mr. Thompson's investigation,
which originally exposed the Clinton/China campaign quid pro quo --
ignored, of course, by the media.) "Despite its formal agreements and
public promises, it's no secret that China is one of the worst
[weapons] proliferators worldwide. In the last few months alone, it is
reported that China transferred missile technology to Libya, provided
missile-related goods to North Korea, and may still be providing
secret technical assistance to Pakistan's nuclear programs."

Mr. Thompson has proposed an amendment to the basic trade bill
stipulating that "if any person, company or group in China violates
international nonproliferation treaties or agreements, or U.S. export
control laws, in ways that contribute to proliferation, the President
will be required to impose sanctions both on the proliferator and on
the PRC (People's Republic of China -- the Communist government). The
proliferator will face an immediate variety of sanctions, including
the suspension of all U.S. exports (defense and 'dual-use' items)
controlled by the Commerce and State Departments."

The Senate will take up the PNTR question after the Memorial Day
recess. If, as expected, PNTR passes the Senate, members should also
pass the Taiwan Security Enhancement Act, to give "teeth" to our
commitment to Taiwan, which has been intentionally devitalized by
Clinton. To wit: This week, the Clinton administration departed from
longtime U.S. policy by placing Taiwan on the FBI's classified list of
hostile intelligence threats, equating Taipei with Beijing and Moscow.

In other news....

The Arkansas Supreme Court Committee on Professional Conduct forwarded
an Arkansas circuit court judge a recommendation to disbar Bill
Clinton. Just do it!

>From "The most ethical administration"...

We are shocked -- SHOCKED! -- to report that a memo written by FBI
Director Louis Freeh in December, 1996, mentions evidence of
"pressure" to end the probe into Democratic fund raising.  Freeh
wrote, "I also advised the attorney general of [Justice Department
public integrity chief] Lee Radek's comment to you that there was a
lot of 'pressure' on him [and the public integrity section] regarding
this case because the attorney general's job might hang in the balance
(or words to that effect)." A second memo confirms Freeh's
information.

News from the Swamp...

The House of Commons voted 420 to 2 on legislation to eliminate the 3%
federal excise tax on telecommunications enacted in 1898 to help fund
the Spanish-American War. At the time, it was a luxury tax on the
small number of Americans who could afford telephone service. Last
year, it cost phone users $5 billion.

Regarding other upcoming legislation, the Partial Birth Abortion (PBA)
ban, which passed in the Senate, included an amendment by Demo-gogue
Tom Harkin affirming Roe v. Wade because it "secures an important
constitutional right, and such decision should not be overturned."
The House will vote on a "motion to instruct" as to whether or not
this language should be retained. Reps should be encouraged to vote
"NO".

As the Social Security debate heats up, we just wanted to remind you
that members of Congress don't pay a penny into Social Security or any
other retirement plan. They have a "special" retirement benefit they
legislated for themselves many years ago which, for all practical
purposes, allows them to retire at full salary scale paid for by --
you guessed it --  us taxpayers.

In the halls of injustice on the left...

Prosecutors in the People's Republic of Maryland dropped dubious
wiretapping charges against Ms. Linda Tripp. The charges were little
more than retribution against Tripp after she turned over recorded
conversations between herself and Clinton trollop-trystee Monica
Lewinsky.   "With God's blessing and the help of the hundreds of
thousands of people who have supported me through this ordeal, I will
continue to fight the shameful smear tactics of this corrupt
administration in civil court," said Tripp.

In other "Tripp wire" news, the Pentagon Inspector General reports
that DoD spokesman Kenneth Bacon, a consummate Clintonista, indeed
violated the Privacy Act by releasing details from Linda Tripp's
personnel file as part of the administration's intimidation efforts to
silence Tripp. Defense Secretary William Cohen sent a letter to Bacon
"to express my disappointment" with his judgment. Don't expect Mr.
Bacon to suffer any grave consequences.

Regarding your IRS overpayment...

HILLARY! made 26 campaign trips to New York on government planes
during the last seven months of 1999, at a total cost of $182,471.
Her campaign was billed $36,685 based on the standard cost of
first-class airfares, leaving taxpayers $145,786 in the hole. To add
insult to injury, HILLARY! has only paid $32,878 of the amount owed.

The Commissars...

The State Department has accused officials at the Cuban diplomatic
mission of using little Eli�n Gonz�lez for political goals after
Castro's cronies posted pictures of the child in Cuba's Communist
Youth uniform on the Internet.  The Castrites responded, "Hey, if the
Democrats can parade him around a Georgetown fund-raiser, we can use
him to slap Cuban-born Americans in the face."

Meanwhile, commemorating the 50th anniversary of women's admission to
the state bar, the Florida Bar Association invited Attorney General
Janet Reno to Miami as their featured speaker, prompting the Cuban
American Bar Association to withdraw from the ceremony, protesting
Reno's violation of the Constitution when she illegally authorized the
government's pre-dawn Easter weekend raid to seize Eli�n Gonz�lez
while negotiations about shared custody were ongoing. "What she did
was illegal and unconstitutional," said Miami attorney Jose
Garcia-Pedrosa, a founding member of CABA. "On a more personal level,
she was not true to her word when she negotiated throughout the
previous day. Frankly, although I regret that this is an event that is
worthy of support, which is honoring the first 150 women lawyers in
Florida, her presence here is really unwarranted under those
circumstances."

The "Dumb and Dumber" Department...

In the People's Republic of Massachusetts, two Department of
"Education" staffers have lost their jobs after coaching 30 students,
some as young as 14, on the finer points of sodomy positions and oral
sex at a state-funded workshop called "What They Don't Tell You About
Queer Sex and Sexuality in Health Class." The state's Parents Rights
Coalition has called on Republican Governor Paul Cellucci to terminate
his Commission on Gay and Lesbian Youth.

Around the world...

The U.N. announced that the Security Council's five big nuclear powers
have agreed to eliminate their nuclear arsenals.  The U.N. also
announced that Dr. Strangelove would oversee the disarmament.

On the culture war front...

In news from the Village Church bulletin, the "theo-thugs" are upset
because the 8.4 million member United Methodist Church made two
significant statements at its recent General Conference. Church
leaders reiterated the denomination's Bible-based position against
homosexual "marriages." Methodist leaders also condemned "partial
birth abortions." In a related development, the ruling court of the
2.4 million member Presbyterian Church (USA) affirmed that its member
churches may conduct "Holy Unions" for homosexuals.

And last, as if fuel prices were not high enough, new Clinton/Gore EPA
requirements for gasoline go into effect June 1st, meaning consumers
will be paying record prices at the pumps next month.

Official delegates to the NY Demo convention spit on the NYPD Color
Guard as they marched the U.S. flag to the convention podium, and
called them "Nazis."

Not to be outclassed, the DNC invited Village celeb Robin Williams to
entertain Bill and about 12,000 locals at a fund-raising event dubbed
the "National Tribute to President Clinton" Wednesday night. Williams
used the word "f--k" and "s--t" repeatedly and then noted, "Whoa,
there's a child in the front row; he's learning new words!" The event
broke all records, bringing in more than $26 million. After Vice
Prevaricator Gore spoke, Williams proclaimed, "Sweet Jesus, Al, you
were possessed" -- perhaps the only true words spoken the whole
evening.

After meeting with George Shultz, former Secretary of  State; Henry
Kissinger, former Secretary of State and architect of the U.S.-Soviet
Anti-Ballistic Missile Treaty; Donald Rumsfeld, former Chairman of the

Advisor, Mr. Bush announced his plan to build a national missile
defense system as soon as possible and chastised Clinton for his plans

timetable. No decision would be better than a flawed agreement that

Presidential candidate Al Gore will address the commencement this
weekend at the U.S. Military Academy at West Point.  In 1996, Senator
Bob Dole, a W.W.II veteran, was invited by the USMA's  superintendent
to deliver the address, but Pentagon spokesman Kenneth Bacon explained
it was against regulations for presidential candidates to be given any
such platform.  However Gore, Bacon explains, will be speaking at the
event solely in his capacity as vice president.

After Rudy Giuliani's announcement that he was bowing out, HILLARY!'s
crew partied. We think the party is premature. Rick Lazio, like
Giuliani, a "moderate" Republicrat who favors abortion "rights" and
some gun control measures, will prove a formidable foe for HILLARY!,
who has already expended much energy and money defining herself apart
from Giuliani.

"New Yorkers love underdogs," said Lazio.  "You can tell from my
accent that I am a lifelong New Yorker. I don't have to fake it. I've
never needed an exploratory committee to help me figure out where I
wanted to live."

The strongest attack HILLARY! has launched against Lazio is that he
was a "supporter of the Contract With America." He replied:  "I don't
know which one of the things on the Contract With America that they
are against.  Is it the balanced budget?  Is it lowering taxes?  Is it
a strong national defense?  If that's what they're against and I'm
for, I'm comfortable fighting on those grounds."

In other news, Kelli Conlin, executive director of NARAL/NY, endorsed
HILLARY!, saying she is "a truly pro-choice candidate," while Lazio
"claims to be pro-choice, but votes against abortion rights time and
time again."  HILLARY! responded, "The issue contrast could not be
clearer. I intend to be a voice and a vote and an advocate for women's
rights on behalf of a woman's right to choose."  Like Gore, HILLARY!
never says choose "what" because most Americans know in their hearts
that "choose abortion" is tantamount to choosing death.

HILLARITIES!
"It never occurred to me. I'm using this opportunity to introduce
myself." --H! explaining why her first campaign ads make no mention of
her "husband."

know I haven't seen a communist living this well since Jane Fonda

they even know? A turtle on tranquilizers -- boy that sounds like the
perfect pet for Al Gore. ....  The National Park Service -- the folks

of the Union address of his presidency.  You could tell Clinton is at
the end of his last term 'cause he delivered his speech from his hot
tub.

Kilborn....  A new report says girls begin experiencing sexual
harassment as early as high school. I think that's a pretty good time
to start learning how our government works.
