The Woodpecker Effect

You remember the indelible images spread by global media vectors during the
1999 WTO 'Battle In Seattle', don't you? Thirty anarchists from Eugene,
Oregon, rampaging through downtown Seattle, destroying 'The Gap' and
'Starbucks', and facing off tear-gas armed riot police. Anarchists who got
more press than all other anti-WTO activists combined. Anarchists who might
have been inadvertently moulded by a bizarre microwave experiment over
twenty years ago.

In March 1978, the town of Eugene, Oregon, and much of the Pacific
North-west was saturated in psycho-active 'Extra Low Frequency' (ELF) waves
which resulted in a wave of sudden gastro-intestinal illnesses, headaches,
fatigue, and anxiety attacks. Initially blamed on a battle between the U.S.
Navy and Soviet non-lethal warfare specialists, the microwave signal
(likened to a woodpecker) was finally traced by the Federal Communications
Commission to a Navy transmitter located in California, rumored to be part
of a naval communications system.

The famous incident was described in Nobel laureate Robert O. Becker and
Gary Selden's book 'The Body Electric: Electromagnetism And The Foundation
Of Life' (New York: William Morrow, 1985). Becker was an orthopaedic surgeon
who suggested that the 'quantum' shifts in human epigenetic evolution were
influenced by electromagnetic fields. According to Alex Constantine's
'Psychic Dictatorship In The USA' (Los Angeles: Feral House, 1995), Becker's
meticulously research resulted from 'Project PANDORA', a joint
Pentagon/Advanced Research Projects Agency (ARPA) study designed to counter
the 1965 microwave frequency bombardment of the American embassy in Moscow.
Years before the WTO insurgency, Eugene, Oregon had already become a
geo-political flashpoint, albeit an accidental one.

Chaos theory proposes the famous 'Butterfly Effect', which highlights how
small incremental changes can effect widespread change across macro-systems.
Its fractal nature provides a mechanism that might explain how the two
coincidental events may actually be intimately related. However, there is no
empirical proof that the March 1978 dousing of Eugene, Oregon directly
created a future generation of egocentric machismo warrior-anarchists who
fought in Seattle remorselessly without guilt or shame (although EEG testing
of brainwaves would be one step towards verification). But there is growing
evidence generally that the 'power of the situation' and geographic location
factors may influence our belief structures, social values-systems and
interactions far more than we realize.

In 'The Power Of Place: How Surroundings Shape Our Thoughts, Emotions, And
Actions' (New York: Simon & Schuster, 1993), author Winifred Gallagher
identifies a spectrum of factors, including geo-magnetic fields,
electro-magnetic, and atmospheric variations, which shape our perceptions
and self-limits. Echoing Gallagher's findings, Becker and the 'Project
PANDORA' team found that prolonged microwave exposure can induce disturbed
brainwave patterns that affect deep-brain programs and instincts. A
subsequent test of Eugene, Oregon residents, found 6Mhz brainwave cycles
(irritability).

Covert warfare conducted on a bio-physiological level using obscure
behavioral laws could render individuals more susceptible to the 'power of
the situation' (such as urban protests turned ultra-violent). Prison and
college psychology case-studies of 'bio-psycho-social' systems conducted by
Lawrence Kohlberg, Stanley Milgram, David Rosenham, and Philip Zimbardo
offer suggestive evidence that individual moral choices are affected by
externally-imposed and artificially-created crises and flash-points, and may
also have bio-physiological factors and thresholds.

The 'Woodpecker Effect' may ultimately prove to be illusory, but the
coincidences surrounding Eugene, Oregon make an intriguing 'thought' experim
ent. Maybe John Milius' film 'Red Dawn' (1984) wasn't so paranoid after all.
But this time, the 'enemy' is from within.
