Taiwanese intelligence officials are saying that either C-801 ship-to-ship missiles or "other cruise missiles" are to be fired by the People's Liberation Navy in the East China Sea, according to the Taipei-based online newspaper ET Today. "The missile firings are dangerous and provocative," stated Al Santoli, defense advisor to Rep. Dana Rohrabacher, R-Calif. "This is a direct threat to Japan, the United States and Taiwan." "Clearly the passage of Permanent Normal Trade Relations did not alter the ambition or the determination of Beijing to retake Taiwan by force," added Santoli. "This is just another message from the People's Republic of China that they are serious about engaging targets in the Straits of Taiwan." In response to Beijing's aggressive move, Senators Fred Thompson, R-Tenn., and Robert Torricelli, D-N.J., have introduced a bill threatening to punish China if it does not curb its missile proliferation efforts. Punitive measures in the bill include cutting off military-to-military contacts and ending the sale of dual-use items such as satellites and computers. China, which regards Taiwan as an island awaiting reunification, has threatened to invade Taiwan should the island declare formal independence. The Chinese missile exercise is in a heavily contested area, 100 miles northeast of the disputed Diaoyu chain of islands, and very close to Pengchiao, an island controlled by Taiwan. According to ET Today, the People's navy is currently patrolling in an area some 100 miles north of the Diaoyu chain of islands. Taipei, Beijing and Tokyo all claim sovereignty over the tiny chain of islands. Richard Fisher, a senior fellow at the Jamestown Foundation, calls the missile firings a sign of a "new arrow in the PLA quiver." In an exclusive WorldNetDaily interview, Fisher said, "Last year the PLA navy integrated their Racal Y-8 Search Water radar with missile-firing surface ships. The Chinese navy demonstrated over-the-horizon targeting with missile-strike capability. The combination of the Y-8 Search Water radar with C-801 and C-802 cruise missiles is a force multiplier. Clearly, this is a threat to our warships, and more of a threat to other Asian nations that do not have Aegis missile defense systems." According to Fisher, the missile firings are demonstrations of a new capability for the People's navy. "The Chinese navy tested the airborne radar system by acquiring a radar picture from a great distance that was then linked to a Z-9 helicopter flying nearby," explained Fisher. "The helicopter, in turn, passed the radar data to a Luda class destroyer which launched a missile and struck the target." Chinese-made C-801 and C-802 cruise missiles are capable of sinking most surface vessels, including U.S. warships. China has sold both missile systems to Iran, which currently deploys the C-801 on mobile trucks on land and on Chinese-made patrol boats stationed at the critical Straits of Hormuz at the mouth of the Persian Gulf. Nearly 50 percent of the world's oil travels on tankers through the Hormuz Straits. Iran has also demonstrated C-802 missile firings from jet fighters. American Navy weapons tests have proven the subsonic C-801 and C-802 weapons are a threat to U.S. warships. C-801 and C-802 cruise missiles were acquired for the U.S. Navy by the now-defunct Vector Microwave Corporation led by former Defense Intelligence Agency Director Leonard Perroots. Now retired and living in Virginia, Perroots has refused to respond to questions on the project from WorldNetDaily. The Chinese navy, however, has responded to American moves to defend against the C-801 and C-802 by acquiring the most lethal anti-ship missile in the world. The Chinese navy recently purchased the supersonic 3M82 Moskit cruise missile, NATO codenamed Sunburn from Russia. WorldNetDaily first broke the Chinese Moskit missile story last year in an exclusive interview with William Triplett, author of "Red Dragon Rising." Triplett asserted that the new Chinese missiles were armed with nuclear warheads. Rep. Dana Rohrabacher, R-Calif., has submitted a bill designed to halt the Russian missile sales to China, called the "Russian Anti-Ship Missile Nonproliferation Act." The bill notes that the Chinese Moskit missile could be armed with a "200-kiloton" Russian-made nuclear warhead. In July 1999, defense analyst Richard Fisher wrote an evaluation of the Russian-built 3M82 Moskit missile sold to China. Fisher says the U.S. Navy cannot stop the Moskit. "The Raduga Moskit (Sunburn) anti-ship missile is perhaps the most lethal anti-ship missile in the world," wrote Fisher in a review of the Chinese navy. "The Moskit combines a Mach 2.5 speed with a very low-level flight pattern that uses violent end maneuvers to throw off defenses. After detecting the Moskit, the U.S. Navy Phalanx point defense system may have only 2.5 seconds to calculate a fire solution -- not enough time before the devastating impact of a 750-lb. warhead." Eight Russian Moskit missiles are installed on a single Chinese navy Sovremenny destroyer purchased from Russia. The warship is currently stationed directly opposite Taiwan. The Chinese navy is expected to take possession of a second Sovremenny warship in the fall of 2000. Intelligence reports indicate the Chinese navy is considering the purchase of up to eight more advanced versions of the Sovremenny. The Clinton administration has so far ignored the Moskit sales to China. State Department spokesman James Rubin denied that the Moskit equipped warship is a problem. "We don't believe that the purchase by China of the ship poses a significant threat to the U.S. military posture in Asia," Rubin said in February. In April, Rep. Curt Weldon, R-Pa., promised to hold hearings on the Russian-made 3M82 Moskit anti-ship missile. The chairman of the Military Research and Development Subcommittee, Weldon oversees the development and testing of key military systems, weapons programs and technologies that fulfill military needs. "We are ready to hold hearings, including classified sessions, to study the Sunburn issue. I don't think we can defend ourselves against this kind of technology," said Weldon. U.S. defense analysts like Fisher assert that Beijing could also pose a greater threat to Taiwan by mass-producing cruise missiles, which are cheaper than the ballistic missiles currently used by the People's Liberation Army. Fisher noted that Chinese cruise missile development has accelerated over the past 12 months. According to Janes Defense, China is developing a nuclear-armed cruise missile it reverse engineered from the U.S.-built Tomahawk. "The use of Western RGM/UGM-109 Tomahawk cruise missiles since 1991 against six countries has allowed China opportunities in reverse engineering," stated an article published by Janes in March. "More than 600 Tomahawk missiles were launched in attacks against targets in Iraq between 1991-98, in Bosnia in 1995, in Afghanistan and Sudan in 1998, and in Serbia and Kosovo in 1999. As there are at least six reported cases when these missiles landed more or less intact without the warhead exploding, some were believed to have been recovered and transported to China." According to Janes Defense, "a warhead weight of 300 to 400kg (kilograms) is expected with this design, which could be nuclear with a yield of 90KT (kilotons) or high explosive submunitions."
