"Things to come," hah! Absolutely here-and-now. 99 percent of
Pennsylvania's bridges are literally falling apart--most of them were built
over a century ago, and there's one in Philly, heavily-used, that goes back
nearly *three* hundred years. Philadelphia's water mains are
disintegrating; like many older cities built on river banks, the city paved
over hundreds of creeks as it expanded, but the creeks are still there,
running through *wooden* pipes that are as much as two hundred years old.
So with alarming frequency, the pipes rot and burst, leading to street
cave-ins, gigantic car-eating sinkholes, and even sinking houses (built on
landfill on top of the old creek bed). *This*--not education, crime, or
corruption, is the single biggest issue facing local and state governments
today, IMO as a former student of public administration.
