to Zion and will dwell in the midst of Jerusalem. Then Jerusalem will be
called the City of Truth, and the mountain of the L-rd of hosts will be
called the Holy Mountain.'" (Zechariah 8.2-3)

WAQF CONTINUES TEMPLE MOUNT DESTRUCTION WITH HELP OF POLICE: Police have
stopped Jerusalem municipal officials from inspecting work undertaken by
the Waqf (Islamic religious trust) on the Temple Mount. Tractors and
trucks have been hard at work in recent weeks, undertaking projects along
the eastern ridge of the Temple Mount, up to the Solomon's Stables site
where sealed-off areas were opened up four months ago. Two large stone
structures have been erected. The Supreme Court has ordered the State to
respond within seven days to a suit claiming that the two illegal
structures have been built alongside the Temple Mount. HAKOL MEHASHETACH
news agency reports that the Waqf illegally constructed the buildings near
the Gate of Mercy, along the Mount's eastern wall, and that the suit
demands their demolition. Over 80 MKs (Members of Knesset) from across the
political spectrum have signed a petition protesting the destruction on
the Temple Mount. The "Committee for the Prevention of Damage to
Antiquities on the Temple Mount" -- a non-partisan body comprised of
members representing a gamut of political views -- claims that
considerable damage has been caused in recent months to valuable relics on
the surface of the Temple Mount, and below ground level. The Committee
complains that no clear explanation of what the Waqf is up to along the
eastern wall has been offered. A Justice Ministry official said in
response that actions pertaining to the Temple Mount must be carried out
carefully, because of the fear of "an outburst of violence."

The Islamic Movement in Israel has a master plan to build a fourth mosque
on the eastern side of the Temple Mount, according to a detailed report
prepared by security officials concerning how the Waqf and the Islamic
Movement envision the holy site. The construction of the mosque is a
long-term plan which is currently only in the discussion stage, unlike the
other plans outlined in the report.

WASHINGTON WANT MORE CONTROL IN ISRAELI GOVERNMENT: The United States
pressed Thursday for greater US supervision of Israeli weapons exports and
sought to persuade Israel to cancel the sale of a spy plane to China, but
Israel was unreceptive. HA'ARETZ said the United States has drawn up a
list of 27 countries it considers problematic destinations for Israeli
weapons, including China and India, two major Israeli clients. Israeli
officials reject the idea of US monitoring, but refused to comment
directly Thursday, fearing diplomatic repercussions. In the past, most
Israeli weapons systems included US components, and since the United
States bans re-export of its technology without its agreement, Washington
had automatic supervision over most deals. But Israel's weapons
manufacturers now can build sophisticated arms without using American
technology, forcing the United States to look for new ways to monitor
Israel's exports. The United States is concerned that Israeli military
high-tech will end up in the wrong hands and endanger US troops, said a US
official who spoke on condition of anonymity. [Israel is concerned about
US weapons that endanger IDF soldiers, but the US does not pay heed to
them. Why should another government, openly hostile to Israel, be allowed
to monitor its weapons sales? ed]

Meanwhile, according to JANE'S DEFENSE WEEKLY, the US Department of
Defense stated it would sell Cairo 179 surplus M109s cannons for about $48
million if Congress approves. The military package also includes support
equipment, spare parts, personnel training and training equipment. The
howitzers can fire a high-explosive projectile up to 18 kilometers (10
miles) from its 155mm barrel. Egypt wants the US self-propelled guns to
replace their old Soviet-supplied towed artillery systems. The sale of the
M109 cannons is part of an Egyptian effort to update its military with
modern Western weapons. Egypt already has 164 M109 self-propelled cannons
that were supplied several years ago.

BEILIN, ASSAD MET WITH HIZB'ALLAH: Hizb'Allah leader Sheik Hassan
Nasrallah visited Syrian President-elect Bashar al-Assad on Monday. The
terrorist leader had many words of praise for the late president who was a
true supporter of Hizb'Allah. During his visit, Nasrallah also met with
Syrian Foreign Minister Farouk al-Shara. Assad, stated on Monday that the
Israeli unilateral troop withdrawal from southern Lebanon would not
automatically result in Damascus disarming Hizb'Allah. The new Syrian
leader told AL-AWSAT newspaper that Hizb'Allah would remain but he did not
see that the disarming of the terrorist organization was mandatory.

Meanwhile, Justice Minister Yossi Beilin had indirect contact with high
level Hizb'Allah officials throughout 1997-98, a Swedish newspaper
reported over the weekend. According to the report, which has not been
denied by Beilin, the contact was facilitated by two Swedish academics,
Magnus Norell and Magnus Randsdorf. All of these exchanges took place
under the government of Prime Minister Binyamin Netanyahu, and, at a later
point, with his knowledge, according to reports.

UN: ISRAEL MUST PAY: The United Nations voted on a resolution Thursday
night calling for Israel to pay restitution to the family members of
victims of the IDF bombardment of the Lebanese village of Kfar Kana four
years ago. Only Israel and the U.S. voted against. About 100 people were
killed in the attack, which occurred in April '96 when Israel attempted to
retaliate for rocket and mortar shells that had been fired upon IDF forces
only minutes before. Israel bombed a base very close to the source of the
Hizb'Allah attack, not aware that hundreds of civilians had been relocated
to the site. At the time, a top Israeli army general told the UN, "Our
bombing was meant to save one of our forces that was under very heavy
attack from mortar and Katyusha fire originating from a location very near
the compound. It was defensive in its nature... We asked UNIFIL just two
days before, and they didn't give us any details about the refugees. Even
after the shooting on the 20th of the month, two days after the sad
incident, we asked UNIFIL about the location of refugees, and they
responded, 'It's not our policy to say; it's none of your business.'"
"This is totally unjustified. Israel acted in self-defense," Israeli
charge d'affaires Aaron Jacob said. "There is no precedent where a country
is required to pay compensation to the United Nations for an action which
was in the framework of its right to self-defense. This resolution singled
out and faulted Israel entirely for an incident that was caused by a
terrorist group using human shields," Jacob stated.

ARAFAT CRACKS DOWN ON MEDIA: In a crackdown that began last month and has
gained strength in the last couple of weeks, PLO leader Yassir Arafat has
jailed journalists and commentators and closed down broadcasting outlets
across the Palestinian-ruled territories. The repression coincides with a
push to reach a final peace deal with Israel, and some analysts believe
the two are connected. As the PLO leader prepares to make concessions in
order to reach a broad deal with the Israelis, he is stifling critics
whose candor or dissent could threaten the agreement. "If these voices get
louder and louder, they could create some difficulties on the way to
signing a final status agreement," said Bassem Eid, director of the
Palestinian Human Rights Monitoring Group, an independent watchdog
organization based in Jerusalem. "Arafat is thinking how to keep the
street quiet until he signs the negotiated agreement." That kind of
exercise of power is standard procedure in Arafat's domain, and its effect
is to force journalists to censor themselves, Palestinian human rights
activists and analysts say. The authorities stop short of indiscriminate
jailings, but by arresting a few select critics, they silence others. In
recent weeks, however, authorities have vented their wrath somewhat less
selectively. Despite laws guaranteeing freedom of expression and the
functioning of media "without interference," Palestinian police two weeks
ago raided and closed the privately owned AL-NASSER television station and
its sister radio station, AL-MENARA, in the city of Ram'Allah. Al-Nasser's
apparent offense was the airing of a talk show in which elected
Palestinian lawmakers suggested that new leadership might improve the
prospects of statehood. A day later, police closed another privately owned
television station, AL-MAHED, based in Beit Lechem. They also arrested the
station owner, Samir Qumsiyya, the head of an association of Palestinian
private broadcasters. His offense, as can best be guessed, is to have to
come publicly to the aid of the stations closed the previous day in
Ram'Allah. About the same time, police arrested the news director of the
official VOICE OF PALESTINE radio station, Fathi Barqawi, after he
commented critically on an unannounced session of peace negotiations then
underway in Sweden. In a recent interview, Brig. Gen. Abdul Fattah Jaidy,
the Palestinian chief of security in Hebron, made clear that the
authorities will not hesitate to punish pesky critics. "Whenever the media
tries to create some sort of anxiety then broadcast it as news, we will
try to prevent them," he said. "If they cross the line, we will stop them.
. . . Of course, we always do this through the proper channels." He
stressed that the closure of television stations and newspapers is rarely
permanent, but rather "it is meant to supervise them, to guide them."

ALBRIGHT TO TRY AGAIN: US Secretary of State Madeleine Albright and
American envoy Dennis Ross will arrive in Israel over the next week. They
will continue to make efforts to convince Ehud Barak and Yasser Arafat to
agree to a summit meeting in Washington at which final-status principles
would be hammered out. Neither the Americans, Israelis, or the
Palestinians are confident that an agreement can be reached in the near
future.

A 74TH BIRTHDAY: The following is an editorial by Shawn D. Phillips of
Samson Communications.

"This weekend a man should be preparing to celebrate his 74th birthday. He
was born in Eretz Israel on June 18, 1926. He should be surrounded by his
loving family and his loyal friends. His children and grandchildren should
be there to celebrate with him as well. There will be no birthday party
for Avshalom Haviv. There has not been a birthday party for him for over
half a century. He was hung by the British in Acre Prison on July 29,
1947. Haviv celebrated his 21st birthday in a British court. Haviv was a
young soldier of the Etzel - the Irgun Zvai Leumi. He was driven by a
determination that his people needed him to fight for their homeland.
Haviv was involved in one of the most heroic and significant operations
the Irgun ever launched - the Acre Prison attack. Yaacov Weiss and Meir
Nakar were captured, tried and executed along with Haviv. Haviv fought
selflessly to free his imprisoned comrades and was captured by the British
during the Acre raid. At his subsequent trial Haviv challenged the British
right to be in Eretz Israel rather than ask for mercy. 'And this too you
will probably not understand: I, a young Jew, facing the sentence of
death, lift up my heart to G-d, and give praise and thanks for the
privilege of suffering for my people and my country, and say with all my
heart: Blessed are You, Hashem, our L-rd, King of the Universe, who has
kept us alive and sustained us and enabled us to reach this season.' How
did you spend your 21st birthday? If Haviv were alive today, with the
horrible threat to the very survival of the Jewish State today, what do
you think he would be doing? Haviv gave his life for Eretz Israel. How
many of us are even willing to sacrifice our free time?"

ARAFAT VOWS TO DECLARE STATEHOOD: Speaking to reporters at the White House
following a long three-hour meeting with President Clinton, Arafat --
speaking in Arabic -- declared, "We will declare a Palestinian state -- it
is out of my hands -- the people want it." Arafat's pledge to declare a
Palestinian state is not new, but analysts said it was potentially
embarrassing for the White House.

Quote of the Week: "Yes, the existence of a separate Palestinian identity
serves only tactical purposes. The founding of a Palestinian state is a
new tool in the continuing battle against Israel." -- Zuheir Muhsin, late
Military Department head of the PLO and member of its Executive Council,
Dutch daily TOUW, March 1977 (quoted by Joan Peters in "From Time
Immemorial", p. 137)

YESHA RESIDENTS MAKE THEIR VOICE KNOWN: Judea and Samaria is closing down
for a day. Schools, businesses, and offices throughout the Jewish towns
will strike on Monday, and tens of thousands of people are expected to
take part in a day of demonstrations in Jerusalem against the plans to
place them at the mercy of Palestinian authorities. The day of protest
will culminate with a giant rally at 7:30 PM outside the Prime Minister's
residence. Other events will be held throughout the day at Zion Square and
the Rose Garden. A mass prayer vigil has been called for this Thursday at
the Western Wall. Some 4,000 people, according to Yesha Council estimates,
protested outside the Prime Minister's residence Thursday night, against
his plans to transfer over 90% of Judea and Samaria to Palestinian
control. The protestors wore personalized signs with their names and the
words, "Prime Minister Barak, don't abandon me!" Larger signs read,
"Brothers Must not be Abandoned,"' and "Barak is Losing the State." An
organization called "The 40,000 Mothers" will be demonstrating again this
Sunday at 8:30 AM, in the Rose Garden, across from the Prime Minister's
Office. The women plan to disturb the Cabinet meeting scheduled to take
place simultaneously across the street by rattling spoons, pots, and pans,
in protest of the plans to endanger the residents of Yesha by giving in to
the Palestinian territorial demands.

THIS WEEK IN JEWISH HISTORY: 11 June 1590: Built of wood, the entire
Jewish quarter of Posen burned while the gentile population watched and
pillaged. Fifteen people died and eighty scrolls were burned.

13 June 1878: At a summit of European powers (Berlin Congress) discussing
the Balkan region, civil rights are "guaranteed" for Rumanian Jews. The
populace and the government soon ignored this order.

15 June 1560 bce: This is the traditional date of Joseph's birth - the
11th and favorite son of Jacob.

1920: The Haganah, the pre-Israel Self Defense Force was formed during a
meeting of the Ahdut Avodah party. It was designed to take the place of
the Ha-Shomer movement, and was dedicated to "havlagah" or pure
self-defense.

16 June 1385: Emperor Wenceslaus arrested Jews living in what was known as
the Swabian League, (the league of free cities in S. Germany) and their
books were confiscated. A hefty fine had to be paid for their return and
the release of the prisoners.

17 June 1242: At the decree of Pope Gregory IX and King Louis, all copies
of the Talmud were confiscated in Paris. Twenty-four cart-loads of Hebrew
manuscripts were publicly burned.
