Keep in mind that at ULF frequencies in the Schumann domain (~ 8 HZ), which "ring" (similar to ringing a bell) the entire earth/ionosphere system, it may be difficult or impossible to determine the source of a particular signal (unless there's a signature that can trace the signal to the transmitted carrier). Elfrad, www.elfrad.com, describes a technique of estimating terrestrial origin by comparing signal strength at various locations, but this technique would not be effective with an ionospheric source (Charlie, please check this statement). In researching this, I noticed a link to Millstone Hill in Mass. The link doesn't work, but see http://buspace.bu.edu/TRESPASS/reviewspring95/foster.html. According to this report, the facility includes a "UHF incoherent scatter radar (ISR) with a 2.5 Mw transmitter and a 46m steerable antenna."
