If the true intention was to force production of new models then, where are they?

The idea of depleting our level of current "older model" missiles to near extinction for any reason can only bring grave consequences.  The newer models should have been produced and been on-hand before the older models were used to such dangerously low levels, or production of the old models started up until the new models were produced.  Sounds like "Piss Poor Planning" and Judgement on the part of komrade klinton to me!!!
