Report: Los Angeles Braces for Chance of Convention Germ Attack

LOS ANGELES � Hospitals in the Los Angeles area have been stocking up on
supplies and equipment in the event of a bio-terrorism attack on the city
during next month's Democratic National Convention.

The Secret Service and other government agencies have requested that about a
dozen hospitals in the downtown area build up supplies of antidotes and
equipment that would be needed in the event that a biological agent is released
in or around the convention hall, the Los Angeles Daily News reported Sunday.

Fears of violent protests at the convention have been a major concern for law
enforcement, especially in light of the violent demonstrations that broke out
in Seattle last year during the World Trade Organization summit. Law
enforcement officials told the newspapers that the biological warfare
precautions were fairly standard for major events involving the president and
vice president.

"We are looking at what occurred in Seattle and indications that some of those
folks are planning on coming and exercising their First Amendment rights in Los
Angeles," said Los Angeles County Sheriff's Lt. Dennis Beene. "There isn't
anything we're seeing that we're concerned about."

However unlikely a biological attack might be, medical officials appear to be
taking the threat seriously. The newspaper said that at California Hospital
Medical Center � the closest hospital to Staples Center � doctors and nurses
have been told they could be on the front lines after a terrorist attack.

"We have purchased a lot of equipment, specialized masks and gowns," said Dr.
Robert Splawn, the hospital's medical director. "The No. 1 one thing we need to
do is secure the hospital � because if we're down, we won't be able to take
care of anyone."

The federal government has chipped in by sending trained personnel from the
Centers for Disease Control to Los Angeles with special computer software that
will quickly track symptoms of emergency room patients and determine if they
match up with the signs of a disease that would be found in a biological
weapon, such as anthrax or the plague, or are deathly ill due to natural
causes.

The Secret Service and FBI will be coordinating emergency responses among
federal, state and local agencies, and agents will also monitor regional water
and power systems to guard against sabotage.

The Los Angeles County Emergency Management Council Steering Committee last
week approved an emergency plan drawn up by the Democratic National Committee
for the convention, which included a warning that terrorists bent on violence
could blend in with the thousands of legitimate protesters expected to
demonstrate at the Aug. 14-17 convention.

Leaders of the protest movement, however, dismissed fears of terrorism,
especially those linked to the demonstrators.

"The idea that protesters have any plans to be involved in any terrorist
activity is just outrageous and really discourages people from exercising their
First Amendment rights," said D2K protest spokeswoman Margaret Prescod.
