"Mysterious Tower Probably Nerve Center For Top Secret Calls" -- Connecticut Post, Monday, June 19, 2000 -- Franksburg, MD (AP) - The receptionist across the street things it's an underground bunker. A Jiffy Mart clerk thinks it's a tunnel to the White House. And the AT&T employees who work there never say a thing. There's a reason for the secrecy and suspicion surrounding the microwave tower in Frinksburg and the four-story, windowless office building beneath it. According to an intelligence watchdog group, the complex helps keep spies from listening in on top-secret phone calls. The office, about 30 miles from Baltimore, is the nerve center of a super-secret operations that keeps track of thousands of computer keys that unlock high-tech telephones used by military and government leaders, according to the Federation of American Scientists. AT&T employees with security clearances program the keys from Finksburg and send the passwords to Washington via the 368-foot tower. When the keys are used by President Clinton or Secretary of State Madeline Albright, for instance, the phones transmit an electronic soup that is nearly impossible to decode. Each of the 300,000 secure telephones in use today costs $2,000. "Anybody in the intelligence community who calls other people to discuss classified information would have one of these phones." said Jeffery Richelson, and intelligence expert with the National Security Archive in Washington. The National Security Agency, based in Fort Meade, runs the operations according to the Federation of American Scientists. But the technology is so crucial to national security that the agency will not confirm the existence of the tower. "This technology has saved thousands, if not millions, of lives," said Patrick Wheadon, a spokesman for the NSA." Today we can talk without fear of our enemies finding out what we're doing." AT&T refuses to comment. Despite the secrecy, the towers function is detailed on the Federation of American Scientists' Web site. The curious can learn more online then they will at the center. Visitors are discouraged.
