I recall when engineers and technicians were working on "skin" problems of
the F-l04 aircraft. There were two places in the world where the same

a place in the United States where the climate and other conditions are near
enough to those of Columbia for General McCaffrey to make his tests right in
his own country. Like all generals, his regard of civilians is be extremely
low, and even lower if the civilians are citizens of another country, but it
