WASHINGTON TIMES: If protesters get out of hand during the
Democratic National Convention in Los Angeles, the party is
prepared to let delegates stay safely in their rooms and conduct
proceedings on line, Seth Gitell writes in the Boston Phoenix.
"The DNC is prepared for it," an anonymous Democratic insider
told Mr. Gitell. "We can have a virtual convention if we have to.
The delegates can vote from their hotels."

DRUDGE REPORT: President Bill Clinton turned to his 20 year old
daughter for advice and counsel during recent Mid East peace
negotiations the Drudge Report has learned . . . "It was very
disconcerting," one senior official who traveled in the Israeli
delegation said of Clinton's consultations with his daughter. "It
was Chelsea this, Chelsea that.' What could a young girl possibly
know about the situation?" . . . A White House source on Sunday
strongly denied Chelsea played any role in the Mid East summit.

WASHINGTON TIMES: Richard Cheney's oil company received two
awards from the EPA and one from Vice President Gore's own
National Partnership for Reinventing Government. In June 1996,
Halliburton was named an EPA "Green Lights Corporate Partner of
the Year" for its efforts to 1995, Halliburton received an
"Environmental Champion" award for "outstanding performance" in
the EPA's 33/50 program, which urged companies to reduce the
release of certain toxic materials by 50 percent.  An EPA
official said Halliburton also received a Hammer Award from
Gore's "reinventing government" effort in 1996 . . . Said Sierra
Club political director Dan Weiss: "It's like a pig having
painted toenails.  There might be a part of the pig that looks
okay, but it's still a pig."

GREAT MOMENTS IN JOURNALIST CREATIVITY

According to one curious citizen, the word has "gravitas"
appeared 210 times in Lexis-Nexis in the past week. 189 (90%) of
the mentions also contain "cheney or elect* or vice pres*" within
the article.

SPOOKY STUFF

NBC NEWS:  The US intelligence community uses electronic
eavesdropping to maintain and update a top secret database of
international bribery cases, according to new reports by the
State and Commerce departments and senior US officials. The
information is being used extensively as leverage to help
American companies compete abroad and is being matched by similar
efforts on the part of US economic competitors. The database
built by US intelligence agencies contains the names of foreign
companies that offer bribes to win international contracts and is
reported to list hundreds of contracts worth hundreds of billions
of dollars that over the past 14 years went to the biggest briber
rather than the highest bidder. The database is developed mainly
through electronic eavesdropping, say US intelligence officials.

WATERGATE: Carl in DC writes, "I've always thought that the
bugging had no hard purpose. CREEP was running a classical
intelligence operation to gather as much about the opposition as
possible using both passive and active sites. It was a dragnet. I
also met someone who had an odd personal take on the night they
went in to fix the bug -- a blind Justice Dept. lawyer through a
ham radio club here. He lived in Columbia Plaza, a few stories
up, with a direct view of the HoJos. He had an long wire antenna
that he would drop over the balcony, and then would fire up his
low band CW transceiver that ran the legal limit of 1,000 watts.
The bug was low power, and the radio they used at Howard
Johnson's was quite sensitive - and easily overpowered. Anyway,
he was pretty active and speculated that he may have blanked the
receiver or even have damaged it's 'front end' so it could not
hear the signal. It's possible."

[Columbia Plaza, incidentally, is where the call-girl ring was
meant to have been operating . . . A high police official once
told your editor another curious sidelight to that day. The
morning of the break-in, the plain-clothes squad for the area was
reamed out by the precinct commander for not making enough
arrests. He threatened to put them all back into uniform. When
the call came concerning Watergate, the patrol car that should
have responded was 'cooping' in an alley, not paying attention to
the radio. The plain-clothes squad heard the call and rushed to
the scene. If the call had been answered by the squad car it
would have been instantly spotted by the lookout in HoJos.]

TALK SHOW ZOH HIERONIMUS writes to say that since she was a
private contractor, she was not fired by Baltimore's WCBM but
rather did not have her contract renewed after eight years on the

GENETIC TAMPERING

GUARDIAN: Europe and the United States are on a collision course
over the issue of the labeling of genetically modified food which
threatens to spark a trade war. Washington has warned the EU that
it is considering making a formal complaint to the World Trade
Organization in Geneva on the grounds that labeling GM products
is unfair discrimination against US goods and therefore a
restraint of trade. The US says it will ask the WTO to impose
sanctions against EU exports if GM labels are not removed from
supermarket shelves . . . A spokeswoman for the US food and drug
administration, which insists that only nutritional information
should be on the label, said: "This is getting extremely serious.
We regard requiring GM labeling as economic fraud. Our view is
that we would not have allowed these products on the market if
they were not safe, they are the same as non-GM food, so they do
not require a label. In fact, to label them is trade
discrimination and therefore wrong."

TWA 800

JOE BRANCATELLI, BIZ TRAVEL: A day after the downing of TWA 800
four years ago this week, an executive of an international
airline invited me to lunch.

 From the moment I slid into the banquette at his stodgy private
club, I knew this was going to be a different kind of lunch
altogether. "What's your take on TWA 800?" he asked before I
could settle in . . .

"Well," I stammered. "There's no 'good' news here. If it was a
missile, there's gonna be hell to pay. If it was terrorism, the
recriminations and the security measures will be positively
fascist. And if it was mechanical, it was catastrophic failure
like we've never seen before."

"It was a missile," the executive said evenly. "Friendly fire. We
kept telling the military this would happen one day. And the
bastards just kept doing it and doing it. And now hundreds of
people are dead" . . .

Grimly, the executive laid out his theory: TWA 800 took off, was
picked up on radar by US fighters, and then made the "target" by
a giddy pilot. As so often happens, this military pilot was
playing an ad hoc war game: lock onto a commercial jet, make
believe it is an enemy plane, then blow it out of the sky. Only
this time, the executive insisted, something went terribly wrong
and the game turned real. "For years we've been complaining about
the military locking onto commercial jets and using them for
target practice," the executive said. "We go down to the Pentagon
and bitch and they promise it'll never happen again. Then, when
it does happen again, they say, 'no harm, no foul.' I think they
just fouled."

Over the course of this very peculiar lunch, the airline
executive also laid out several eerie scenarios: watch the
government attempt to discredit, then ignore, then awkwardly
explain away the eyewitness accounts that support the "missile
theory." Watch the President make an unprecedented gesture to the
families of the TWA 800 victims. Watch how the cockpit recorders
will reveal no signs of crew comments indicating mechanical
failure. Watch how a mechanical problem will be vaguely blamed,
yet no 747s will be grounded. Most of all, he said, "Watch the
players."

MEXICO

MEXICO SOLIDARITY NETWORK: The members of Vincent Fox Quesada's
transition team in charge of political affairs, Rodolfo Elizondo
and Santiago Creel, have asked PAN senator Luis H. Alvarez to
represent the president-elect in his attempts to contact the
leadership of the Zapatista National Liberation Army and open a
dialogue with the rebels before he takes office on December 1.
Alvarez, the only member of the original Commission on
Concordance and Pacification who still serves on that commission,
announced on July 20 that "certain contacts" have already been
established. The senator from Chihuahua added that his principal
goal in the coming days and weeks will be to arrange a direct,
face-to-face meeting between Vicente Fox and the EZLN's
spokesperson and military chief, Subcomandante Marcos.

Fox and Alvarez also met recently with Guatemalan Nobel Peace
Prize winner Rigoberta Menchu', who offered her services to the
new government in order to "facilitate" the peace process.
Menchu' will have direct access to the future president's
"Chiapas team," and will apparently serve as an informal advisor
helping to develop a social and economic plan for the state
during the Fox administration. The EZLN has yet to make a public
pronouncement regarding Fox's victory in the July 2 presidential
elections, nor has it announced whether it will seek or accept a
dialogue with the president-elect before his inauguration.

ENS: Researchers from seven institutions in Germany, the United
Kingdom and the United States have detected a previously
unreported compound of industrial origin in the atmosphere -
trifluoromethyl sulphur pentafluoride (SF5CF3). It is considered
the most potent greenhouse gas measured to date. There is no
doubt that the new gas SF5CF3 is made by industry, or is produced
during certain processes involving industrial gases, but its
exact source remains a mystery. The increase of this peculiar gas
in the atmosphere is coupled with the increase of the very inert
gas sulfur hexafluoride (SF6), suggesting a common source,
according to their article in the journal "Science," a
publication of the American Association for the Advancement of
Science. Emissions of sulfur hexafluoride (SF6) are governed by
the Kyoto Protocol, an addition to the United Nations climate
change treaty. It is one of the six greenhouse gases linked to
global warming.
