Clinton Seeks Delay in Arkansas Disbarment Case

LITTLE ROCK, Arkansas (Reuters) - President Clinton on Tuesday
requested a 30-day extension of a July 31 deadline to respond to
a lawsuit seeking to strip him of his law license in his native
Arkansas.
Clinton's lawyers said the president had been too busy with
Israeli-Palestinian peace talks and a summit of the Group of
Eight top industrial countries to consult properly with his
attorneys.
Clinton faces potential disbarment as a lawyer in Arkansas after
the state's highest legal ethics panel filed suit in June to
strip him of his license for denying under oath having had a
sexual relationship with former White House intern Monica
Lewinsky.
``In addition to the other duties which occupy his time, the
president has been in attendance at the Camp David Middle East
peace talks every day but one since the talks began on July 11,
except for the time he was traveling to and from Okinawa (Japan)
and attending the G8 summit there, from July 20-23,'' Clinton's
lawyers said.
Two of Clinton's lead personal lawyers have also been out of the
country for much of July, they said.
The request for an extension, filed in state court, argued there
was no ``imminent harm to Arkansas consumers of legal services''
because Clinton does not practice law in Arkansas.
It also said there was no danger that evidence in the case would
be lost or compromised should a judge grant the delay.
The lawsuit to disbar Clinton was filed on June 30 by the
Arkansas Supreme Court Committee on Professional Conduct after
the panel in May recommended Clinton be disbarred for insisting
in a January 1998 deposition that he had not engaged in a sexual
affair with Lewinsky.
The president later acknowledged ``an improper relationship''
with Lewinsky and admitted giving ``misleading'' answers during
his deposition.
Although Clinton continued to insist that his answer was
technically accurate, a federal judge cited him in 1999 for
contempt of court and fined him $90,000.
Clinton and his attorney have said disbarment is too extreme a
penalty and they will fight the action in court.
Clinton was impeached by the House of Representatives in December
1998 on perjury and obstruction of justice charges stemming from
the Lewinsky case. He was acquitted by the Senate in February
1999, allowing him to serve out his second term.
Clinton last practiced law in 1983, between his first and second
terms as governor of Arkansas. He was governor from 1979 to 1981
and again from 1983 to 1992 when he was elected president.
