Why the Confusion? In Part I we discussed the exaggerated threat and the insignificant number of actual incidents that have been directed against American civilians. In this issue we will discuss the question, WHAT IS AND WHAT IS NOT TERRORISM? What can be done to stop the real terror machine loose in our world, and who are the "terrorists?" The sun never sets on some civilian people under attack by American made weapons. All too often the assassins are American professional military persons, as in Yugoslavia and Iraq. In Somalia and Bosnia and elsewhere the so called protectors were mercenaries of the United Nations, or some other multinational organization. But one thing is constant, the armaments and men are invariable provided by the American taxpayer. This means at every hour of the day or night someone is dying at the hands of those who control our government, and those under attack know full well that their blood is on our hands. We are complacent, passive participants. This participation is usually excuse in the name of preventing "terrorism," when in fact it is the essence of terrorism. Blood guilt also means that anti terrorism is an Christian issue that is usually ignored by church leaders and celebrity Christians. Terror has a definition. It means "a state of extreme fear," according to Webster's New International Dictionary, "caused by systematic use of bloodshed, violence, and confiscation to maintain itself in power." The dictionary notes the French "Reign of Terror" and the Russian "Red Terror" of 1917 as examples. Note that Webster correctly attributes "terrorism" to governments that are attempting to stay in power. The reason for this is that only governments or government factions have the power to create the systematic bloodshed, violence and confiscation against their subject people necessary to create a condition of terror. Small factions, parties and splinter groups rarely have the capability to carry out systematic programs of ongoing terror, regardless of their inclination. Political power and terror go hand-in-hand and always have. By definition, none of the groups tracked by the office of Counter-terrorism qualify as terrorists because they lack political power! How then does terror work in the real world? Aleksandr I. Solzhenitsyn's epic three-volume work, "The Gulag Archipelago" is the definitive work on Soviet terrorism, the most powerful ever to be unleashed upon so large a captive people. The author explained for the whole world the secret of creating blinded and subservient fear in a entire pollution. He details the consistent pattern of repetitious brutality that instilled obedient servitude. Because it is ever-present and omnipresent, few Russians could forget for long the fear of deliberate arrest, torture or execution. Solzhenitsyn told us terror controlled the Russian people for 70 years. State terrorism is far different from the logical concern one has to avoid danger zones and dark streets to avoid the risk of, say, a drive-by shooting. But ask yourself, do the so-called Arab terrorists we are constantly being reminded of have the capacity to do to us what the Bolsheviks did to the Russian people? Of course not. Most of them are lucky if they are not themselves picked up and arbitrarily interrogated, so thoroughly have they been stereotyped. Arab-appearing people have become victims of the kind of stereotyping--based on names, nationality or appearance--that other minorities object to so vehemently. No finer summation can be found than in a short essay by Jacob B. Hornberger*, "Terrorism, War and Crisis". He states: "Our government, like all governments, thrives on crises. As the new century was approaching, government officials stoked the fire of crisis with its daily advisories and press conferences on terrorism. Since the American people rely on their government to protect us from the bad guys, everyone feels like he's "one with the government." Certainly no one even thinks of leveling criticism at this protector in the midst of the crisis. Fortunately, there was no terrorist incident for more reasons than the obvious one. If there had been a terrorist attack, you can be 100 percent certain that the U.S. government would have used the crisis as an opportunity to march America farther down the road to total destruction of our civil liberties. " Mr Hornberger concludes, 'Our protector deserves more than criticism. It deserves condemnation. Because our protector is the primary reason that Americans are hated and despised in different parts of the world -- and why "terrorists" are now terrorizing the American people. There is one and only one solution to the problem of terrorism by foreigners against Americans: for the American people to put a permanent end to state-sponsored terrorism by their own government.' The Counter-terrorist's own reports show that only a few Americans have been injured by the acts of foreigners in our country. We contend that most of these few acts, including the famous World Trade Center Bombing, can be clearly traced to specific policies of our own elected and appointed leaders. In other words, they invited the disaster. In part III we will discuss the reality of some of these acts. Who are the real world "terrorists" of this new era? The sun no longer sets on a civilian people somewhere who are not under attack by American weapons, military aid, or the American men. We have met the enemy, and they are ours.
