So paramilitaries assault a Zapatista village and the government is asked by an 
employee of the very same government [its Attorney General] to step in.

Surprised?

You ought not to - this is how government sponsored chaos works.  It's method is to 
manufacture a mandate for more government presence.

I am also including a piece from 1998 speakinf of the connection between Chiapas 
state-sponsored oppression and the School of the Americas.

Is this incident, as well, the work of the SOA?  Even indirectly?

Two disturbing pieces of news today.

According to reports on the ground, the Attorney General of Chiapas,
Montoya Lie'vano, stated this afternoon that yesterday he requested direct
government intervention in Yajalo'n, following the verification of
photographs depicting uniformed and armed persons there (although he never
used the term 'paramilitaries').  This followed the violent dislocation of
zapatista support bases from their homes in Tierra y Libertad last week by
the notorious and recently self-outed paramilitary group Peace and Justice.

The PGR (federal Department of Justice), the Army and the Special
Prosecutor's Office were called in.  Reports received this afternoon
indicate that 400 troops moved into El Parai'so predio during the early
hours of this morning.

In a clear attempt to fan further flames, the municipal president Antonio
Arias, PRI, stated today that there were foreigners present in the Polho'
camps who were calling for violence.

STATEMENT CONCERNING THE
COMPREHENSIVE DISARMAMENT LAW

The Fray Bartolome de las Casas Human Rights Center,
Mexico, in response to the statements by the Substitute
Governor Roberto Albores Guillen, made this November 9,
and published the following day in the state press,
regarding the sending of a proposal to the Congress
of the Union, entitled the Comprehensive Disarmament
Law, states the following:

1.  The climate of violence which prevails in the State,
provoked by the paramilitary groups, has flourished, in
spite of the disproportionate number of police and military
troops who move about in almost every part of the state.
And that is without taking into account the operations -
of dubious constitutional standing - which those forces
carry out, under the pretext of campaigns for enforcing
the Federal Firearms and Explosives Law.

2.  Following the executive's logic, if the presence of
tens of thousands of soldiers and police forces are not
sufficient to achieve the disarmament of those paramilitary
groups, once and for all, the creation of a "rural police"
will not have any effect on those groups which are outside
the law, but they could worsen the tensions by increasing
the numbers of the security forces, highly questionable for
their ineffectiveness and blatant complicity in many cases,
through not acting within the law.

3.   The different reactions which the Governor's remarks have
provoked make it necessary to clearly distinguish between the
"armed civilian groups" and the EZLN, who enjoy a particular
legal status and the protection afforded them by the Congress
of the Union with the Law for Dialogue, Reconciliation and
a Dignified Peace in Chiapas.  While this law protects and
legitimizes one armed group because the demands which
led to their use of arms are considered just, the paramilitary
groups enjoy no greater legal provisions than the applicable
laws.

4.   The dissolution of the paramilitary groups would involve
explaining the party, and public official, complicities which
makes these groups' impunity possible.  Because of this,
the Governor cannot ignore the fact that, under his
administration the paramilitary groups, which he
himself now recognizes, have acted with complete
freedom.

NATIONAL CALL TO RESISTANCE!
DAY OF ACTION ON NOVEMBER 20TH
STAND UP FOR PEACE
AND
AN END TO THE SCHOOL OF THE AMERICAS!

On November 20th two events of significant
importance will take place in both Mexico and
the United States.

1.  A high-level delegation of the Zapatista Army
of National Liberation will travel to San Cristobal
to meet with national civil society and the legislators
commission [the Cocopa]. With civil society they
will be making plans to carry out a National
Consultation in favor of the Cocopa�s legal
initiative on indigenous rights in an effort to
unravel the  political stalemate which the
government has fomented. With the Cocopa
they will be holding a long-requested meeting
in order to re-establish formal contact. The
decision to meet in San Cristobal was made after
the EZLN decided that the high level of military
harassment against Zapatista communities would
not allow the legislators to meet with them in
one of the communities. The EZLN has requested
the participation of the international Red Cross
and civil society in a peace cordon, in order
to guarantee the safety of its delegation.

2.  In the United States, on November 20-22nd, a massive
demonstration will occur against the School of the Americas,
an Army training facility which spends $18 million dollars
per year preparing Latin American military officers in the
techniques of low-intensity warfare. These techniques include
the use of counter terrorism, torture, commando tactics,
psychological operations, and intelligence-gathering.
Mexican military officers now constitute almost 1/3 of
the SOA students, and SOA graduates have been involved
in counterinsurgency warfare in Guerrero, Oaxaca, and
Chiapas.

Therefore in the spirit of an active and engaged civil
society, we call upon all interested people of good
conscience on November 20th to carry out
a series of activities, according to their own
needs and possibilities, in order to express to
both government our widespread concern Americas.

The following are for suggestions for action on Novemeber 20th:

1.  Organize a demonstration/vigil/public event at
a Mexican Consulate, Federal Building or other
appropriate targets in your community/city

2.  Organize a meeting/dialogue/sit-in/protest with other
supporters and allies at the offices of your local Congress
people in order to express your concerns about the war
in Chiapas, U.S. military aid to Mexico (specifically the
SOA) as well as your support for the Zapatistas'actions
for peace in Chiapas.

3.  Develop a letter/petition to your Congress people expressing
the above points. Gather as many signatures as possible from
members of your community, churches, organizations, unions,
community leaders, etc. and present them to your Congress
people  and/or a Mexican Consulate on November 20th.

4.  Hold a public event to raise consciousness about the
Zapatistas' meeting with the COCOPA and civil society;
their actions towards peace; the current state of low-intensity
war and resulting emergency human rights situation; and
the Zapatistas' plan to conduct a National, and possibly
international Consulta on Indigenous rights and peace.

5.  Organize an email/fax/telephone campaign against
Congressional offices and the Mexican Consulates in
order to jam their communication lines in order to
protest the war, U.S. military aid and express your
support for peace in Chiapas.

These are but a few suggestions...Nevertheless any
actions we can take in as many cities as possible
can send a powerful message to both the U.S.
and Mexican governments that we do not support
their war in Chiapas or the financing of violence,
impunity and genocide!
