Amen. Kropotkin is too often overlooked as a political philosopher. I've seen
studies of community crisis response which argue persuasively that during a
crisis such as a hurricane, earthquake, etc., the community goes into a roughly
three-day cycle: the first day and a half *no government exists*--and everyone
pulls together in pure Kropotskian mutual aid; then slowly individual greed and
self-interest start to reassert themselves, at the same time that government is
beginning to pull itself back onto its feet and get its own people into the
disaster-relief game. Recovery to the approximate status quo is complete by the
end of the third day, with emergency personnel (police, military, civil relief)
in control of the situation. (I've seen this in action during hurricane relief
more than once.)
It is left as an exercise for the advanced student to consider the result if
*another* crisis occurs before the first crisis has resolved itself, then a
*third* crisis occurs before the second has resolved.
