Where Are the Impeachment Managers?
Running for Re-Election, Out of the Spotlight

WASHINGTON � Television audiences could spot a lot of well-known
Republicans at the GOP convention, but they didn't see much of
the 13 congressmen who managed the 1999 impeachment of President
Clinton. Only two of the managers, Florida's Bill McCollum and
California's James Rogan, gave convention speeches � and not
during prime time.
Their absence may have something to do with upcoming elections.
While most of the managers come from solid Republican districts
where Democrats would have little chance of winning, a handful of
the impeachment managers face close re-election races,
particularly Rogan, whose district includes tony Burbank and
Pasadena outside Los Angeles.
But poll watchers say Rogan's role in the president's impeachment
is not the main reason his re-election bid is in danger.
"He would have been a target anyway," said Mike Franc, vice
president for government relations at the Heritage Foundation.
"That's a tough district. The Democrats have always had their
eyes on winning that seat."
Democrats say Rogan's impeachment activities certainly didn't
help his re-election chances.
That also goes for Bob Barr of Georgia, who won his last election
with a comfortable 55 percent of the vote, and McCollum, who is
trying to replace retiring Republican Sen. Connie Mack.
Even though Democrats swore revenge on the managers after the
impeachment � and President Clinton was said to be furious at
them, even mocking them at the 1999 Radio/Television
Correspondents' dinner � no vendetta appears to have been carried
out. The impeachment was not even mentioned at the Democratic
National Convention.
That absence came as a surprise to political analyst Ron
Faucheaux.
"I think it's astounding that one of the most important things
politically to happen in years has not become a campaign tool on
either side," said Faucheaux, publisher of Campaigns and
Elections.
Democrats' impeachment blindness may be due in part to public
opinion: In an April Fox/Opinion Dynamics poll, 46 percent of
people said it was right to impeach the president, while 47
percent said it was wrong.
But leaving aside the impeachment, Democrats are champing at the
bit to win back the House, concentrating their efforts on tight
election races.
"Democrats are focusing their attention only on those races they
think they have a shot to win, regardless of how that member
voted on the impeachment or whether or not they were an
impeachment manager," Faucheaux said.
