'Impeachment Trial a Sham, Gore Led Citizenship Scam,' Schippers Tells Fox Carl Limbacher Jr. Wednesday, Aug. 23, 2000 One-time chief counsel to the House Judiciary Committee David Schippers told a national television audience Tuesday night that President Clinton's impeachment trial was a complete sham and that Vice President Al Gore headed up an operation designed to subvert the 1996 election. On impeachment: "When I saw senators take the (impeachment trial) oath, I honestly believed that they would rise above party politics and act as statesmen," Schippers told Fox News Channel's Hannity & Colmes, echoing charges that appear in his new book, "Sellout: The Inside Story of President Clinton's Impeachment." "I probably should have known better." The turning point came, Schippers said, when he heard Sen. Ted Stevens, R-Alaska, tell his Judiciary Committee boss Henry Hyde, "Henry, I don't care if you prove Clinton raped a woman and stood up and shot her dead, you're not going to get 67 votes." Senate Majority Leader Trent Lott wasn't much better. "You're not going to dump this garbage on us," Lott protested when Hyde came over to present his case. An astonished Schippers looked on. "If you knew this was going on, why didn't you say something then?" Alan Colmes challenged the old Chicago prosecutor. "Up until we walked onto the floor of the Senate, we hoped at the last moment we would get support from the Republican leadership," Schippers explained. "We never got it." Still, as disgusted as the mob-busting veteran lawman is with GOP spinelessness during impeachment, he left no doubt who he thinks really sold out the country's political integrity. "No question, President Clinton," Schippers told Colmes. "He sold out the office, he destroyed the office of the presidency, he denigrated the entire system, he attacked the other two branches of government directly." On the Gore-led citizenship scam to subvert the 1996 election: Before Schippers hired on as impeachment counsel, he was conducting an oversight investigation of the Justice Department. As a sub agency to Justice, the Immigration and Naturalization Service was in his purview. The Chicago prosecutor soon discovered a massive scheme to subvert the 1996 election through a program called Citizenship USA. E-mail messages between Vice President Al Gore and his aides made it clear the veep was running the show, a plan to naturalize a million immigrants as U.S. citizens in time to vote in the 1996 election. "That was a situation where all of the safeguards to keep people who are criminals, violent criminals, from becoming citizens of the United States were sidestepped in the interests of getting the citizens in," Schippers told Sean Hannity. Under CUSA, 60,000 immigrants with criminal records received citizenship. Before the Lewinsky scandal broke, Schippers and his Judiciary Committee team had begun to review those cases to see how many CUSA citizens with past criminal records had committed crimes in the U.S. But Gore may have nothing to fear from Schippers' now two-year-old probe of CUSA. "I heard today that the Justice Department did one of their little one-act plays," he told Hannity.
