It's been uncovered (this time around) due to a Canadian Police inquiry into software the US Justice Department stole from a software company 'Inslaw', modified and sold to them for the purpose of spying on them. Inslaw had originally been contracted to create the software, but the Justice Department refused to pay, and instead had Inslaw declared bankrupt so they could seize the software. The bankruptcy court ruled, however, that the Justice Department had used 'deception' and 'trickery' in it's attempt to seize the software, awarding Inslaw $6.8M of the original $50M contract. Since then, many judges have been fired, and many others have quit over the matter. After a bit more searching around, I found this link <A HREF="http://www.sonic.net/sentinel/gvcon7.html">http://www.sonic.net/senti nel/gvcon7.html</A> which reports on the progress of an investigation into the very same thing - in 1991! But back then, people were being executed over it... The report just goes on & on. You've got to read it to get an idea. Does anyone else think we're looking at Echelon in action here?
