From: http://www.foxnews.com/elections/090100/budget_fnc.sml Budget Battle Bodes Badly for GOP September 1, 2000 The budget battle brewing between President Clinton and congressional Republicans had the GOP heading into dangerous territory Friday � scrambling to avoid a government shutdown and make it home to their districts for the crucial fall campaign season. With just four weeks left in the fiscal year, a dozen spending bills hanging in the balance and the president's veto of the estate tax cut bill, Republicans on Thursday were accusing Clinton of playing politics with the federal budget. The 1995 budget impasse between the president and congress resulted in a government shutdown that was politically disastrous for Republicans � and some GOP legislators claim the President is trying to force a shutdown again. "President Clinton realized in 1995 the single event that saved his presidency was the government shutdown," said Republican strategist Peter Snyder. "He's going to try to wheel out the specter of Newt Gingrich and let politics drive the budget process instead of policy," he said. Senate Majority Leader Trent Lott said Clinton has refused to meet or compromise with Republican leaders, a strategy he called a "crass political calculation." In a letter addressed to all senate Republicans, Lott wrote, "As we work to finalize the remaining spending bills, it is increasingly apparent that President Clinton and Vice President Gore are engineering a "train wreck" to affect the political environment." But the White House said Lott should be pointing the fingers at Republican members of Congress who have stalled appropriations. "I think Senator Lott needs to find some excuse for the fact that they're behind in their work, once again on appropriations," said White House spokesman Joe Lockhart. But Democrats concede that the possibility of a shutdown has robbed Republicans of some leverage and will force them to deal on the budget. "The Republicans will roll on the budget process and will not shut the government down because they can't afford another political fiasco with the president," said Democratic strategist Ben Chao. But avoiding a shutdown is not the only problem troubling the GOP. With time running out, both sides expect a continuing resolution to be passed to keep the government running. However, that continuation could stretch into October � cutting into valuable campaign time congressional Republicans need in their home states.
