STATEHOOD DECLARATION MOST LIKELY TO BE DELAYED: The PLO's 129-member Palestinian Central Council convened Saturday for a two-day meeting in Gaza City and is expected to decide Sunday to delay the declaration of statehood from September 13, possibly until mid-November, to allow more time for reaching a peace agreement with Israel, Palestinian officials said Saturday. More than two thirds of the council members appear to support delaying the declaration, officials said. The council debate was centered on deciding another possible target date for a declaration. There are two possibilities being discussed: November 15, the date the PLO declared independence in 1988; or to delay a declaration until the end of the year. PLO officials said the authority (Palestinian Authority [PA/PLO]) will start taking practical measures on the ground to prepare for statehood, like holding municipal elections. TALKS TO RESUME SOON: Israel and the Palestinians will resume negotiations in the region Sunday or Monday, PLO leader Yasser Arafat said in a speech Saturday to the PLO's Central Council. Nabil Amr, the Palestinian minister for parliamentary affairs, said the talks would be "a month's worth of intensive negotiations with the Israelis, with the participation of the Americans." US President Clinton met with Israeli Prime Minister Ehud Barak Saturday as the US signaled determination to salvage Middle East peace talks despite a grim outlook. Neither side made much of the significance of their midmorning get-together, at Barak's Central Park hotel. Meanwhile, the breakthrough that Clinton had hoped for in his talks with Arafat Wednesday night did not materialize. Arafat continues to insist on receiving full control of the Temple Mount and the Old City of Jerusalem [Biblical Jerusalem], except for the area now known as the Jewish Quarter. Acting Foreign Minister Shlomo Ben-Ami says that even if a solution is found for Jerusalem, other problems, such as that of the settlements, still abound. Editor's comment: An interesting statement was made by Ben-Ami Monday on a visit to Morocco to see King Mohammed: "Political decisions need to be taken and the [peace] process must not be reduced to a religious conflict." However, that is EXACTLY what it is. In order to understand the significance of Jerusalem -- especially the Temple Mount -- it must be seen from a spiritual viewpoint rather than a physical one. Jerusalem has no natural resources, there is nothing that would make it so valuable from a physical standpoint. Even from a spiritual viewpoint, Arafat knows he is lying when he says it is holy to the Moslems. It is not even mentioned in the Koran (see "The Moslem Claim to Jerusalem is False" on our website). What is understood, spiritually, is that G-d declared Jerusalem for Himself: "And He said to me, 'Son of man, this is the place of My throne and the place of the soles of My feet, where I will dwell among the sons of Israel forever'" (Ezekiel 43.7; also 2 Chronicles 7.16; Jeremiah 3.16-17; Ezekiel 48.35; Zechariah 2.10-12). G-d has said He will dwell on the Temple Mount in Jerusalem in the midst of Israel forever. Satan knows this and it is why he fights for Jerusalem -- especially the Temple Mount. He has stirred in his vessels -- Clinton, Arafat and Barak, among others -- to divide G-d's land and His city and to desecrate His holy mountain. It all comes down to Jerusalem (See Zechariah 12-13). HA'ARETZ AT IT AGAIN: We reported a few weeks ago about HA'ARETZ's crusade against the Jewish community of Hebron. It seems they are not the only target of the newspaper. A story carried on Wednesday by HA'ARETZ about a new Roman aqueduct created a political stir in Israel. The article stated that a team from the Religious Affairs Ministry discovered and exposed additional sections of a water tunnel from the era of King Herod, under and to the north of the Western Wall. Journalists made their way to the Western Wall compound seeking new evidence of the reported archeological find but left empty handed. Archeological experts and the Israel Antiquities Authority (IAA) deny any new excavations on the Temple Mount or the discovery of a new aqueduct, adding there have been no new discoveries in the area mentioned in the HA'ARETZ report. According to Jon Seligman of the IAA, "There have been no new excavations in the are of the Kotel (Western Wall) in the last few years". He added that the digging in the past years was also south of the area mentioned in the HA'ARETZ report. The story was picked up in the Arabic press as well, prompting the Grand Mufti of Jerusalem, Sheik Arama Tsabari, to issue a threat. Jerusalem Mayor Ehud Olmert was quick to respond. "This is one additional step aimed at supporting the Palestinian political effort to claim sovereignty of the Temple Mount." US THREATS HURT ISRAELI DEFENSE CONTRACTORS: Israeli defense executives said that Washington's success in canceling the Phalcon deal to China has led to more pressure on Israel and its traditional clients. Turkey is now under great pressure to cancel an M-60 upgrade contract awarded to Israel Military Industries as well as a satellite contract awarded to Israel Aircraft Industries. Another target by Boeing and other leading US contractors will be other projects being sought by Israel in China. In some of these projects, Israeli contractors have teamed up with their Russian counterpart. "This is clearly a huge blow to the Israeli defense industries," a defense executive said. "It means the United States can hurt us at any time anywhere. By caving in, we proved that US pressure can work. It's just a matter of time before they use it again." Leading defense executives dismiss Washington's assertions that the Phalcon could endanger US troops in the Taiwan straits. As they see it, US defense contractors -- particularly Boeing -- have launched a full court press to stop Israeli firms from winning military projects in Asia. In a related story, leading defense executives are warning that thousands of employees will be laid off as the military reduces procurement from Israeli contractors. The executives said companies will close and weapons assembly lines will be shut down because of the continuous cut in the defense budget. They said the military is buying more from the United States at the expense of Israeli industry. [Editor's note: In addition to pressuring Israel to cancel the Phalcon deal with China, the US is also demanding that Israel purchase more US manufactured goods with the aid it receives from the US.] Barak plans to cut 800 million shekels ($198,640,000) of the budget requested by the military. Military commanders said the decrease will suspend weapons development plans and stop procurement from Israeli contractors. MEANWHILE, THE US BOLSTERS THE ARMIES OF ISRAEL'S ENEMIES: Saudi Arabia has put in an order for $2.7 billion in military hardware and support from the US to help it reinforce its national guard and air force. The largest part of the deal, worth an estimated $1.6 billion, will provide the Saudi air force with flight simulators, parts and technical services. The package also includes a $416 million deal to provide armor-armoured vehicles, and a $690 million maintenance and training contract for the Saudi fleet of F-15s built by US air company Boeing. [The United States has recently been putting pressure on Saudi Arabia to increase its oil production, thereby lowering the price of oil on the world market.] This is in addition to the recently announced deal for $500 million involving the delivery of 500 AMRAAM air-to-air missiles, one of the most advanced missles of its kind in the world [see TNS, July 29, 2000/26 Tammuz 5760]. Another recently announced deal with Egypt [see TNS, July 29, 2000/26 Tammuz 5760] covers $73 million worth of "heavy recovery vehicle kits, M2 machine guns, spare and repair parts, contractor technical support, support and test equipment, publications, program management, personnel training and training equipment, US government and contractor technical and logistics services and other related elements of program support." BLESSINGS IN THE NORTH: A happy surprise in Kiryat Shemonah schools: Not only did the number of students this year not drop, as was feared, but actually even rose slightly. The number of elementary school students in the northern town is now a robust 5,026. Immediately before and after the Israeli withdrawal from southern Lebanon, this past May, local residents had reason to be wary of the security situation, and up to 20% of them expressed plans to leave. It is now estimated that the number of those wishing to leave stands at only 2 or 3%. The tradition is being successfully passed on in Yesha. An in-depth study of children who grew up in Binyamin and Samaria (Shomron), carried out by researchers in the College of Judea and Samaria in Ariel, shows that 67.2% of children who grew up in Shomron and Binyamin continue to live in Yesha or the Golan. An even higher figure -- 71.5% -- say that regardless of where they live now, they have decided that they want to live in the Shomron in the future; only 6.5% do not want to live there, and the rest are undecided. The top reasons cited by those wishing to live in the area were "to strengthen the settlement enterprise," and "quality education for the children." On the other hand, the least significant reasons for those who do not want to stay included "fear of a drop in property value" and "security concerns." According to researcher Dr. Miriam Billig, "This proves that despite the region's uncertain political future, the percentage of those who are drawn to this area is higher than we anticipated." CIA LISTS 'WEST BANK' AS SEPARATE NATION: In the CIA 'World Fact Book 2000', the 'West Bank' (Judea and Samaria) is listed as a separate country with its own budget and exports and imports. It even lists its 'debts' and 'economic aid'. It is 'bordered' by Israel and Jordan. The Israeli settlers are not recognized as a part of the population figure. The main language listed is Arabic and Hebrew is "spoken by Israeli settlers and many Palestinians", English is "widely understood". Under the listing for Israel, the bordering 'nations' given are "Egypt, GAZA STRIP, Jordan, Lebanon, Syria, and the WEST BANK". The Gaza Strip and 'West Bank' are NOT foreign nations; rather they are part of Israel. MOSLEMS PROTEST USE OF STAR OF DAVID: The greatest irony of the saga of the Red Cross and its persistent denial of membership to Israel's Magen David Adom is that the man who fostered this international humanitarian movement was a devoted Zionist. For 50 years, the International Committee of the Red Cross has fought fiercely to oppose the application for membership of Israel's emergency medical society, which uses the Star of David as its symbol. The door was closed largely due to Islamic opposition, and led to widespread charges of antisemitism. A proposal was submitted recently whereby the Jewish star would be framed within a border, although the ICRC would not require this border on the two previously accepted symbols, the red cross and Islam's red crescent. Throughout the long debate over MDA's membership, few have noted that the Red Cross movement was birthed by the humane pleas of Jean Henri Dunant, a Swiss Protestant who also took up the cause of the Jewish return to the Land of Israel. Now Syria has objected to the use of the symbol. The Syrian State Minister Eng. Makhoul Abu Hamda stated the Star of David "is a sign of killing, demolishing, displacing and burning." However, it is the worshippers of the 'red crescent' that are currently terrorizing millions of people around the world in several nations, i.e. the Philippines, Kashmir, Afghanistan, Israel, Nigeria, Indonesia and Egypt to name a few. ISRAEL HONORED AHEAD OF SYDNEY OLYMPICS: The Israeli flag was hoisted on Wednesday at Sydney's Olympic Village in honor of not only of the arrival of Israel's team this year, but also to remember those eleven Israeli athletes who lost their lives at the Munich Games 28 years ago Tuesday. In 1972, eleven Israeli athletes and officials were killed when PLO terrorists invaded the Munich Olympics village, taking over the dormitory housing the Israeli delegation and shooting two of its members. After a 20-hour standoff, the other nine Israelis died in a botched rescue attempt by German police at a nearby airport. Earlier this year, German federal prosecutors, faced with clear evidence linking PLO leader Yasser Arafat to the terrorist operation, decided not to indict him for fear of harming the Oslo peace process. THIS WEEK IN JEWISH HISTORY: 5th 1972: At the Olympic village in Munich, a group of PLO terrorists calling themselves 'Black September' kidnaped 11 Israeli athletes. Two were killed in the village, and nine more at the airport during a botched attempt by Munich police to free them. 6th 1941: The German SS announced a policy to take effect on September 19, 1941: "Jews who have completed their sixth year are forbidden to show themselves in public without the Jewish star. This consists of a six-pointed star, outlined with black superscription, 'Jew.' It must be worn visibly and sewn securely to the left breast of clothing." The same announced policy prohibited Jews from leaving their residential areas without police permission. 7th 1947: The refugee ship Exodus was returned to Hamburg by the British and its cargo of 4,500 Holocaust survivors were removed by force. 8th 70 C.E. (8 Elul 3830): Romans battered down walls of upper city of Jerusalem, as all resistance came to an end. 8th 1930: Study of Hebrew as modern language was introduced for the first time in public schools on New York 9th 1942: Jews of Macedonia required to wear Yellow Star.
