Reno Says No Basis To Probe Gore

WASHINGTON (AP) - Attorney General Janet Reno (news - web sites)
said Friday that Justice Department (news - web sites)
investigators found no basis for investigating Vice President Al
Gore (news - web sites)'s relationship to donations from trial
lawyers interested in a presidential veto.

``There is not'' a preliminary investigation of the matter
underway by the campaign finance task force, Reno told her weekly
news conference, denying a published report that one had begun.

``The issue came up,'' she said.  ``They looked at it and didn't
see a basis for proceeding.''

A senior Justice official, requesting anonymity, said there was
one discussion of the matter recently.

Gore was asked to make calls in 1995 by a Democratic National
Committee (news - web sites) official after a dinner in Texas
with trial lawyers at a time when the Republican-controlled
Congress passed legislation limiting awards in lawsuits.
Clinton later vetoed the legislation.

Sheets describing the calls to be made had been in the task
force's position for several years since it looked into Gore's
telephone solicitations, which Reno concluded in 1998 provided no
basis for naming an independent counsel.

More recently, it was noticed that at least one call sheet made
reference to the veto.  But the senior Justice official said the
sheets reflected efforts to obtain money from contributors who
supported the same position as the administration, which is not
illegal.  The call sheets contained no indication that anyone
said the veto would not be issued unless a contribution was made,
which is illegal, this official said.

In the four years since Gore was asked to make the fund-raising
phone call to Texas trial lawyer Walter Umphrey, the attorney and
his firm, involved in tobacco industry litigation, have
contributed $790,000 to the Democratic Party (news - web sites).

An aide to Gore said the vice president never made the call to
Umphrey.

A call sheet prepared two weeks later for Democratic National
Chairman Donald Fowler Two suggested Democratic officials were
concerned that the Umphrey wouldn't begin writing six-figure
checks until after Clinton vetoed limits the bill.

The call sheet to Fowler suggested language he could use in a
call to the lawyer.

``Sorry you missed the vice president,'' stated the call sheet.

``I know will give $100K whn the president vetos tort reform, but
we really need it now.  Please send ASAP if possible.''
