[Let's see if I got this right. Clinton/Gore has done all in
their power to make the US more dependent on foreign oil than
ever. No new drilling, no new refineries, no new nuclear power
plants. And, a strategic petroleum reserve just in case of
something like all-out war. So now, when the focus groups (my
guess) say it is really good, does Clinton act? Not in the
logical way. No, he wants to release some of the reserves.,
obviously, to help Gore. Of course, he, with the congress, could
temporarily remove the Federal gasoline and petroleum product
taxes. Yeah, rieeeght.]
President Clinton has decided to tap some of the Strategic
Petroleum Reserve in an effort to drive down decade-high oil
prices, ABCNEWS has learned.
Energy Secretary Bill Richardson is expected to announce the
decision at a news conference in Washington at this afternoon.
The 571 million barrels of crude oil that make up the emergency
stockpile have become the latest flash point in the presidential
race as Al Gore and George W. Bush clash over how to lower
heating oil and gas prices.
The Democratic candidate had urged President Clinton to tap the
reserve. �We�re just around the corner from cold weather,� Gore
told voters at a town hall meeting in Pittsburgh today. �Home
heating oil prices will go higher unless something is done.�
Gore and Bush Disagree
Gore called for the incremental release of 5 million barrel
�swaps� from the nation�s nearly 600-million-barrel oil reserve.
Those barrels would be put on the market in an effort to
stabilize prices at a lower level.
Bush said the stockpile should only be tapped in a national
emergency and accused the vice president � who opposed using the
reserve last winter � of playing politics with the nation�s
energy policy. �He has flip-flopped on the issue,� Bush told
reporters in Sarasota, Fla., this afternoon.
The Texas governor described his opponent�s plan as �a short-term
fix for someone whose administration has been asleep at the
switch.�
�With seven weeks left to go, they all of a sudden get religion
and want to tap the reserves to help Al Gore�s political problems
at the polls,� added Bush�s running mate, Dick Cheney. �This is
not sound policy.�
The first and last time the reserve was used was by the
Republican nominee�s father, President George Bush, during the
1991 Gulf War.
The younger Bush says the Organization of Petroleum Exporting
Countries � several of whose 11 members were participants in that
conflict � should boost crude oil production. He blames the
White House for failing to convince the cartel to do so.
Gore�s advisers say they welcome an election-year fight over the
oil issue and believe it will only aid their efforts to frame the
election as a choice between working families and wealthy
corporations.
The vice president has accused American oil companies of price
gouging and collusion and continues to accuse Bush and Cheney �
both of whom headed up oil companies � of carrying water for the
industry. �It�s time to stand up to the apologists of �big
oil,�� Gore said today. �I reject an agenda that is of �big
oil,� by �big oil,� and for �big oil.��
Gore also continued to hammer Bush�s proposal to open up the
19-million-acre Arctic National Wildlife Refuge in Alaska to oil
exploration. �We do not have to sacrifice our environment � in
order to satisfy the appetite of big oil companies to go into new
areas,� he told reporters this afternoon.
