Security Clearance of U.S. Ambassador to Israel Is Suspended

The State Department has suspended the security clearance of U.S.
Ambassador to Israel Martin S. Indyk until it completes an
investigation into "suspected violations" of security standards,
State Department spokesman Richard A. Boucher confirmed
yesterday.
The suspension bars Indyk from handling classified materials,
requires him to be escorted inside the State Department building
and makes it virtually impossible for him to conduct his job at a
sensitive moment in negotiations between Israel and the
Palestinians. The department's diplomatic security bureau has
recommended that Indyk, who returned to the United States earlier
this month, remain in the country while the investigation
proceeds.
State Department officials said there is no indication of
espionage and no evidence that any classified information was
compromised. They said investigators are focusing on "the sloppy
handling of classified information" over "a longer period of
time" before Indyk took up his post in Israel. Before becoming
ambassador, Indyk had been an assistant secretary of state for
Near Eastern affairs.
Indyk issued a two-paragraph statement through his lawyer saying
that he will cooperate with the investigation. "Jeopardizing the
national security interests of the U.S. is absolutely abhorrent
to me, and I would never do anything to compromise those
interests," he said.
Indyk, 49, went to Israel a year ago for his second stint as U.S.
ambassador, after Israeli Prime Minister Ehud Barak sought his
appointment. The Australian-born Indyk, long associated with
pro-Israeli organizations, became a U.S. citizen in January 1993
just before being sworn in as the senior Middle East specialist
on the National Security Council. During his first
ambassadorship, from April 1995 to October 1997, he was an
important conduit between the Clinton White House and Barak's
mentor, the late Israeli prime minister Yitzhak Rabin.
A State Department official familiar with the investigation said
the inquiry began over the summer in response to questions raised
within the department about Indyk's security procedures. Security
has been an extremely sensitive subject in the department after
the disclosure in April that a laptop computer containing top
secret information about arms proliferation had disappeared.
A source outside the State Department who is familiar with the
investigation said it relates in part to Indyk's use of
unclassified, government-owned laptop computers to prepare
memorandums about discussions with foreign leaders while in
transit. In addition, diplomatic security officials are looking
at whether Indyk improperly took classified briefing materials
home to prepare for meetings, the source said.
There was "more than one incident, but not very many," the source
said, adding that none of the incidents involved the downloading
of material onto a home computer, the violation that resulted in
former CIA director John Deutch's loss of his security clearance
last year.
In his statement yesterday, Indyk said: "I regret that my trying
to do the best possible job under very difficult conditions has
led to the temporary suspension of my security clearances while
it is determined whether correct security procedures were
followed."
Diplomatic security officials decided to suspend Indyk's
clearance on Sept. 12 but only did so on Thursday. On Tuesday,
members of the Senate Foreign Relations Committee had asked for a
briefing about Indyk after an anonymous caller told one committee
aide that the department was going to ignore security concerns
about the ambassador.
Secretary of State Madeleine K. Albright approved the suspension,
Boucher said. "She holds Ambassador Indyk in very high regard and
values his contribution greatly," he said. But, the spokesman
added, "she has been absolutely clear on the need for everyone to
follow security procedures."
Three sources familiar with the investigation said that one part
of the inquiry also involves questions about Indyk's former
deputy Ronald Neuman and his possible involvement in the alleged
composition of a classified memo on an unclassified laptop while
traveling in the Middle East.
Neuman, who has been nominated to be ambassador to Bahrain, is
one of 15 nominees whose confirmations have been held up by the
Senate Foreign Relations Committee. Seven of those nominees had
been cited for substantial numbers of security lapses, but Neuman
was not among them. Senate aides said the State Department
recently decided not to request Senate action on Neuman's
nomination at this time. After a briefing by the State
Department's diplomatic security officials this week, the
committee decided to take action on the other nominees next
Wednesday.
