Berezovsky Defends Clinton, Gore NEW YORK, Sep 25, 2000 -- (The Russia Journal) Russian businessman Boris Berezovsky scoffed at an accusation by Republican Party legislators that the administration of President Bill Clinton failed in its policy to build democracy in Russia and allowed corruption to flourish. Berezovsky was in the United States to seek support in his battle with Russian President Vladimir Putin over control of the ORT, or Channel One, television network. He defended Clinton and the U.S. pointman on Russian policy, Vice President Al Gore. "The U.S., and Clinton personally, played a great role in moving Russia to democracy," Berezovsky said in a speech at the Council on Foreign Relations. The White House was defending itself against the 209-page report released on September 20 saying that "however well intentioned the policy" toward Russia, "it didn't work" and turned a blind eye to corruption. Democrats call the report a political attack on Gore, seven weeks ahead of the presidential election. Asked about Gore's role, Berezovsky said corruption was endemic in tsarist and Soviet Russia and that it multiplied as bureaucrats privatized government property during the last eight years. U.S. president Bill Clinton and Vice President Al Gore have taken heavy criticism for America's policy toward Russia in the 1990s. "[But] that's no basis to say that Gore corrupted Russia or participated in a program that corrupted Russia," Berezovsky said. The so-called oligarch admitted that he was under pressure from Putin to divest himself of the ORT network, and said he had come to the United States to seek backing because of the power American public opinion has in his homeland. He said Russia must have political stability before Russian business leaders return capital into the economy. "We need to make sure that power is predictable," he said. Berezovsky, who rose to influence under Yeltsin, said the former president brought about a complete political and economic revolution in eight years. He said all property was no longer owned by the state and that Yeltsin had also diversified political power. But returning to his criticism of Putin, he said the current chief of state "has become a right-wing president with a right-wing Duma [Lower House of parliament]." Later, in an interview with the Novya Izvestya newspaper, Berezovsky said that Putin has made "three main strategic errors." The first, he said, was "in Chechnya." The second, was "the alteration of the state structure in Russia and concentration of power in the hands of one person, the president. The third error was that he opposed [Russias] political and economic elite.
