Buchanan says "bogus" debate rules shut him out

Reform Party candidate Pat Buchanan on Tuesday called presidential debate
organizers "a crabbed little conspiracy" of Republicans and Democrats who
rigged next month's debates "to keep the presidency in their hands forever."

Buchanan said the Commission on Presidential Debates blocked him from the
three match-ups between George Bush and Al Gore with "bogus" rules that
require a 15 percent showing in national polls. Buchanan is hovering around 1
percent.

The Reform Party nominee and two-time GOP candidate stopped in St. Louis
Tuesday to appear on a KMOX radio talk show.

Buchanan, who appeared thinner after recent gallbladder surgeries that
sidelined him for several weeks, fired away in typical fashion at the
political establishment that shuns him.

He argued that the commission should not discriminate against the Reform
Party, which receives tax dollars just like the Democrats and Republicans.

"We met all the criteria," said Buchanan, whose campaign account will be
filled with $12.6 million in federal matching funds. "They just established a
brand-new criteria when they saw me heading for the Reform Party."

Buchanan said the contest would turn into a "three-way race" if he appeared
with Bush and Gore at the debates.

The two leading candidates agreed to debates Oct. 3 in Boston, Oct. 11 in
Winston-Salem, N.C., and Oct. 17 at Washington University in St. Louis.

Buchanan and Green Party candidate Ralph Nader have sued unsuccessfully to be
included. Buchanan said a 15 percent polling requirement is unfair and
arbitrary.

As a consolation of sorts, Buchanan and Nader will debate on NBC's "Meet the
Press" this Sunday.

"At least it will remind the American people that there's two other
candidates running and they've been denied access to the nation, which is the
only way you can win the presidency of the United States," Buchanan said
after the radio show.

Buchanan said he's in the race to offer an alternative to Bush and Gore. But
he refused to be labeled a "spoiler," a title he earned during his strong
showings in the 1992 and 1996 Republican presidential primaries.

He said Bush carries the "weakest resume" of any Republican presidential
nominee.

Buchanan vowed to appoint anti-abortion justices to the Supreme Court and
give the federal budget surplus "back to the people" if elected. He opposes
free-trade agreements and sending troops overseas.

But not all of his supporters are following. In this strong economy, it seems
that Buchanan's "peasants with pitchforks" - what he dubbed his supporters in
1992 and 1996 - have become soccer moms with SUVs.

One caller to KMOX said, "Frankly, you lost me, Pat, when you left" the
Republican Party.

But Buchanan said it was the Republican Party that abandoned the conservative
wing.

"It's not my party anymore," he said. "I'm a true conservative Republican,
and I will fight for my beliefs."

Today, candor compels us to admit that our vaunted two-party system is a
snare and a delusion, a fraud upon the nation. Our two parties have become
nothing but two wings of the same bird of prey...
