WHERE HILLARY REALLY STANDS ON THE MIDEAST

Hillary Rodham Clinton will express solidarity with Israel this
afternoon at a Second Avenue rally near the United Nations.

But does she really mean it?

Or was former Mayor Ed Koch correct earlier this week when he
hinted that Mrs. Clinton's concerns for Israel's security are not
only newly arrived at, but rooted in political ambition?

Koch noted that the first lady had criticized the Clinton
administration's refusal to veto a U.N. resolution hanging blame
for ongoing Mideast violence squarely on Israel.

"It's probably the only time in her life with Bill that, when
they disagreed on a political matter, her view didn't carry,"
Koch said. "Did she argue with him? Did she try to persuade him?

"When a person is running for office in New York, it doesn't take
courage to say they're against the resolution. But it takes
courage to take on Clinton. What he did was a terrible betrayal
to Israel.

"This," concluded Koch, "is appeasement."

Sure seems so. It's also wholly out of character for the first
lady.

The issue isn't Hillary's inability to persuade President Clinton
to veto the U.N. bill. Even Koch, upon reflection, allowed as how
reasonable people could disagree on that.

And it's not even her slowness in fingering Arafat for the riots.

The fact is that Hillary's heart has long been with the Arabs.

She's been a dues-paying member of the blame-Israel club, the
gang that morally equates nonviolent political acts - such as
Ariel Sharon's recent visit to the Temple Mount - with
Arab-initiated bloodshed.

The true Hillary has shown her colors over and over again - long
before she arrived at the White House.

* A decade ago, she served as chairman of the New World
Foundation, which doled out money to groups controlled by the
Palestine Liberation Organization - back when nobody doubted that
it was a terrorist group.

* In 1998, she called for a Palestinian state - giving the lie to
her claim not to want to intrude on Arab-Israeli negotiations,
which had tabled the statehood question.

* Last year, she publicly embraced Suha Arafat, who had only
moments before viciously, libelously accused Israel of poisoning
Arab women and children.

* She has been silent about whether she believes the U.S. embassy
in Israel should be moved to Jerusalem - as U.S. law requires.
Again, she says she doesn't want to infringe on negotiations. (No
explanation, of course, for her willingness to infringe when she
provided private "assurances" to a Jewish leader, saying
Jerusalem should remain Israel's eternal, undivided capital.)

* And she's made numerous overtures to Arab-American leaders,
including many who've overtly refused to denounce terrorism.

There is nothing inherently dishonorable in holding such views.
But disrepute does reside in pretending otherwise.

Which the current incarnation of Hillary Rodham Clinton does -
with fervor. (See above, the U.N. rally.)

Certainly Ed Koch is not alone in questioning the first lady's
beliefs.

Sen. Chuck Schumer, asked how he believed Mrs. Clinton would deal
with Israel-related issues, last summer said: "She will just look
to me to see how she votes."

So how are Arab-Americans handling the New Hillary?

"This woman has no principles," Najat Arafat Khelil, the
disgusted national president of the Palestinian American
Congress, told the New York Observer.

"Her need to recraft her image should not [penalize] hundreds of
thousands" of Arab-Americans who support a Palestinian state "who
were innocent" when she called for just such a state, James
Zogby, the head of the Arab-American Institute, told the paper.

Question is, if her Arab-American friends don't trust her, why
should Jews - or anyone else, for that matter?

Koch - a diehard Hillary supporter - backpedaled on the U.N.
resolution, saying he'd been persuaded that if America had vetoed
it, there'd have been "an immediate outbreak of war."

As if what prevails in the Mideast now isn't war.

As if, when determining who to blame for violence, it doesn't
matter who's actually responsible for the bloodshed.

The United Nations has had little to fear from the Jewish state
in condemning Israel: The latter opposes violence. Indeed, in
recent years, Israel has been a party to - as Koch put it -
appeasement.

Let's be candid.

The ongoing Arab violence - even if it is slackening a bit - has
nothing to do with Sharon's visit.

It has nothing to do with the Temple Mount, with sovereignty over
Jerusalem or with the remaining obstacles to the "peace" process.

No, the longstanding Arab war against Israel is about ousting
Jews from the Middle East.

Every square inch.

And every last Jew.

The logical course would not be appeasement - but resistance.

And more and more American Jews who had supported the Oslo track
are coming to realize that.

But Israel can hope for little support from the White House -
Hillary's electorally driven conversion notwithstanding.

This is of critical import - because Israel is America's only
true, dependable ally in a region whence the world derives 65
percent of its energy.

The stakes are high.

Now Hillary, finally, says she has taken sides.

But has she?

In the end, can she be trusted?
