Israeli Attack 'Declaration of War,' Arafat Says CNSNews.com Friday, Oct. 13, 2000 JERUSALEM - Palestinian Authority Chairman Yasser Arafat called Israel's helicopter missile attacks on PA-controlled Ramallah and the Gaza Strip "a declaration of war" Thursday. Israel said diplomacy had come to an end. Acting Foreign Minister Shlomo Ben-Ami said peace talks were over, because they were based on the assumption that Arafat was a partner in peace. He said it was now clear that Arafat was no such thing. Peace talks now need to be rebuilt, Ben-Ami said. He called for a cease-fire and a return to the negotiating table. The PA called for international help after Israeli helicopters fired missiles on official Palestinian targets in the Gaza Strip and on the PA police station in Ramallah, just hours after two Israeli reservists were murdered there by a Palestinian mob. PA Minister Saeb Erekat called for international intervention. He called the brutal killing of the reservists who lost their way and were taken by the PA police to the center of Ramallah a "pretext" and "no excuse whatsoever" for the attack. The Israeli army issued a statement saying that the helicopter attack was "a token signal to the Palestinian Authority leadership that the Israeli army will not sit idly by when acts of violence are committed." "This morning two reservists were killed in cold blood after they got lost on their way to base ... and were arrested by Palestinian police who led them to the center of Ramallah, where they met their deaths." Israeli Foreign Ministry spokesman Ambassador Arye Mekel said he did not believe Israel's attacks on the PA police station in Ramallah and targets near Arafat's home were a declaration of war but a message that "enough is enough." Another ministry spokesman said that "Arafat himself created the atmosphere that enabled such attacks," by inciting rioting that has taken the lives of more than 90 people, mostly Palestinians as well as releasing dozens of Hamas and Islamic Jihad terrorists in the last two weeks.
