Peace at any cost is a Prelude to War!


:: ISLAMIC OVERTONES: DEBKAfile's Islam experts note the increasingly
fundamentalist Islamic overtones coloring the language and content of
Arafat and other Palestinian spokesmen's recent utterances. They
constantly refer to "Jews" as the enemy rather than Israeli, and their
phraseology recalls the most belligerent Koranic principles laid down by
the Prophet Mohammed. One is the duty of believers to avenge the blood of
comrades who die for Allah; another allows a tactical peace pact with "the
Jews" -- but only in order to advance the goals of a holy war. Arafat
sounds much like the arch terrorist Osama Bin Laden in his growing
fixation that he is fated to be the historical successor to Mohammad and
the early Moslem conquerors. To vanquish "the Jews", he resorts to the
Prophet's principles. In an interview to the German weekly "Der Spiegel"
published Saturday Dec. 9, Arafat's closest aide, Mohammad Dahlan
astonished the interviewer when he said a peace treaty halting hostilities
could be attained in a week. Asked how this was possible, the Palestinian
security boss replied: " All Israel has to do is to unconditionally hand
over Temple Mount to undisputed Palestinian control and sovereignty. That
will end the war." Interestingly enough, the Palestinian official made no
mention of former implacable stipulations like the Palestinians right to
return to their pre-1948 homes or even a sovereign Palestinian state. It
has finally come to light that the Temple Mount is the overriding goal of
the Palestinian struggle or Jihad.


:: ARMY TO UPGRADE LEVEL OF SECURITY AT SETTLEMENTS: The IDF has decided
to increase the number and fighting quality of soldiers deployed for guard
duty at settlements in YESHA, following an assessment within the IDF that
the current arrangements are inadequate in the context of the "Al Aqsa
Intifada." Currently around 500 soldiers perform guard duty at settlements
throughout YESHA. Most of these are drawn from administrative units within
the home-front command, and are poorly trained compared to the regular
combat soldiers who serve in other parts of the territories. The outbreak
of the "Al Aqsa Intifada" in late September of this year highlighted the
need for a change in the arrangement, particularly following a 13 November
attack on a bus transporting soldiers to guard duty in settlements in the
Ram'Allah area. Two soldiers died in the attack, and the IDF's
investigation revealed that dozens of the soldiers on the bus had been
unable to respond effectively to the situation. Under the new
arrangements, the number of soldiers deployed for guard duty at
settlements will be increased to 1,300 from 500, most of whom will be
soldiers from combat units. To meet the increased demand, the IDF will use
soldiers who are undergoing long training courses, such as the IDF
commanders' course, who will be required to serve for a fixed period on
the settlements as part of their training.


:: IMMIGRANTS STILL COMING! Despite the Palestinian violence, Jewish
immigration to Israel remains steady, and Israelis continue to move into
Jewish communities in YESHA. Only 40 people slated to immigrate to Israel
over the last two months have delayed their move because of the conflict,
compared to some 11,400 people who have immigrated as planned, the Jewish
Agency reported Tuesday. The figures reflect the flow of olim has held
steady over recent months. In France, the number of inquires about
immigration has even risen by 10 percent, perhaps in response to the rise
in anti-Semitic incidents there. Meanwhile, the YESHA council has reported
recently that, despite the escalation in Palestinian violence and the
increased number of attacks on settlements in Judea, Samaria and Gaza,
dozens of Israeli families continue to move to these areas. While a small
number of settlers have temporarily moved in with relatives inside Israel
proper, the vast majority of the roughly 200,000 YESHA residents remain
committed to staying in their homes, even in the face of continued
terrorism and violence. Plans for new housing in YESHA have also been
approved.


:: WHAT ABOUT THE JEWS? The World Bank on Wednesday announced it plans to
give 12 million Euro dollars ($10.6 million) to the PA/PLO as a
humanitarian effort towards alleviating suffering caused by Israeli
economic sanctions. Bank officials stated the decision was made in light
of Israel’s closure that has eliminated the possibility of working for
many PA/PLO residents who earn their livelihood inside "Israel proper".

Editor's note: There is no "Israeli economic sanctions". Due to the
violence and necessary closures, the Israeli government has been unable to
transfer funds owed to the PA/PLO. As to the PA/PLO residents that cannot
go to work, the same applies to thousands of Jews who, because of
violence, cannot leave the settlements where they live. Others, farmers in
the Jordan Valley and near Jericho, have had their crops destroyed by
Palestinians.

The Foreign Commissioner of the European Union is recommending
unprecedented sanctions against Israel for Israel's "excessive use of
force against Palestinians and for the Israeli closure on the territories."
