Here's yet another example : ------ INSANITY RULING COMES TOO LATE FOR TWO VICTIMS BURIEN MAN MAY FACE LIFE IN HOSPITAL, NOT PRISON Seattle Times , Wednesday June 30, 1993 by RICHARD SEVEN , Page number B1 Thomas L. Martin was repeatedly diagnosed at hospitals and mental-health clinics as delusional and paranoid. He heard phantom voices and believed he was being persecuted, followed, poisoned. He was turned away from a hospital emergency room because he refused to sign admission papers. Although he sought help, he often refused medication, believing it was lethal. Outpatient treatment never lasted. Martin once tried to commit suicide and threatened his former wife with a knife. An ex-girlfriend had a restraining order filed against him. He had a concealed-weapons permit and had kept two handguns and a rifle inside his Burien home. And, during the summer of 1992, he warned a neighbor he eventually would kill, that "something's going to happen." Yet he was never held in any facility longer than the standard 72 hours. Mental-health evaluators, although concerned about his habit of "self-medicating with alcohol," did not or could not find him dangerous enough to legally commit. Finally, last Dec. 13, the voices taunting Martin, 58, persuaded him, he told a state psychiatrist, to kill the next-door neighbors he barely knew, Richard C. Jensen and Judy Farmer. He believed he was being systematically poisoned, that someone had placed a radio transmitter inside his brain and was tracking him with Jensen's television antenna. Moments after killing Jensen and Farmer and reporting it to 911, Martin called his former wife and said, "You . . . have hired the last people to spy on me and bring me down." King County Superior Court Judge Arthur Piehler yesterday found Martin not guilty of murder charges by reason of insanity and committed him to Western State Hospital for what could be the rest of his life. Psychologists said Martin was insane at the time he walked next door late on a Sunday morning, gunning down Jensen, 31, and Farmer, 21, inside their rented home in the 14000 block of Fourth Avenue South in Burien. One of the psychologists said Martin was likely psychotic well before he decided to kill the couple. --------- When will it end ? How many more must die ? How can we stop these atrocities?
