(406) 357-2680. Perry was excited because he had recieved an invitation to address the Montana state Senate in support of the legislation to establish a state office of "inspector general". The proposed legislation is designed to create an office which will have authority and responsibilities to investigate official corruption in the state of Montana. The proposed legislation comes when a series of drug related murders are linked in press reports to international smuggling and the possible compromise of several Montana investigative agencies. Editor Perry has an interesting story to tell. Last spring he was warned by law enforcement that a mob contract had been placed on his life. Perry continued to publish his newspaper - defiantly wearing a holstered pistol in his press room offices. The warning was the second time Perry was cautioned by law enforcement. No doubt Perry will be able to give good account of his investigations. Chinook is located in Blaine County- the site of the Cowan murders and the situs of the celebrated disputes involving the termination of Bernie Brost as Chinook Police Chief after Brost began to observe drug flights at the county airport. Perry used his small newspaper to publicize the statements of Orlin Grabbe, Charles Hayes, and Sherman Skolnick concerning the suspected duplicity of Governor Marc Racicot. Perry had previously noted unusual activities by Racicot when Mr Racicot had investigated drug trafficking allegations in Chinook. Perry had also been the first mainstream publication in the USA to publish exerpts from Chip Tatum's accounts. Editor Perry also advised that Virginia Wolfe the mother of Michael Wolfe (murdered 12/15/93 near Sidney) would give testimony as well. Other invitees include Rev Ralph Bouma and a well known Montana private investigator. Col. Charles Hayes , now residing in London Kentucky, was approached informally and agreed to provide testimony. Unfortunately Col Hayes likely will not be able to attend the Senate proceedings to be held during the next few weeks. Both James Norman and Orlin Grabbe could not attend the senate hearings in Montana because of scheduling conflicts or business commitments. A trusted confidante of Col. Hayes, Kevin McCrary, had spent considerable time in discussions with a key Montana Senator and a sympathetic journalist with the Helena Independent Record who was investigating the Grabbe/ Hayes allegations about Montana. The Montana Senate proceedings afford the legislative proponents an oppurtunity to present testimony in support of an inspector general who can investigate official misconduct by public officials. The witness or proponent has total immunity and can present very strong evidence (if the evidence exists). It could offer the a national soapbox and a chance to expose public corruption in a sympathetic forum. Sources close to the Montana legislature believe the bill , co-sponsered by at least seven state Senators and seven Representatives in the House has sufficient support to muster the two thirds majority in both houses necessary to overide the anticipated veto by Governor Marc Racicot. Newsources in Montana indicate a groundswell of support for governmental reform and political corruption issues. Much of the groundswell can be attributed to Chinook editor Perry and conservative journalist Al Hauff of Billings. (406) 252-3018. The inspector general legislation is the first attempt in Montana to reform in light of government corruption. The new institution may be a real beginning of remedy for a lethal situation.
