Colin Powell emerged from the Iran-contra scandal with his reputation
intact. But a review of the secret evidence shows that the scandal might
never have happened but for Powell circumventing Pentagon rules -- and
flouting the law barring shipments of weapons to a terrorist state.

Powell -- tapped as the next secretary of state by "President-elect"
George W. Bush -- also was bailed out by President George H.W. Bush who
pardoned Powell's boss, Defense Secretary Caspar Weinberger, in 1992. The
pardon spared Powell from having to testify in federal court -- and
confronting a choice between embarrassing admissions and possible perjury.
