Court affirms dismissal of former White House aide's lawsuit

RICHMOND, Va.  (AP) - A federal appeals court Tuesday refused to
reinstate a lawsuit filed by a former White House computer
specialist who claimed she was demoted for raising concerns about
the legality of orders from her supervisor.

A three-judge panel of the 4th U.S. Circuit Court of Appeals
unanimously ruled that Sheryl L. Hall sought the wrong remedy by
basing her lawsuit on a 1971 U.S. Supreme Court case that was
precluded by the 1978 Civil Service Reform Act.

The ruling upheld a decision by U.S. District Judge Albert V.
Bryan Jr.

In 1993, Hall was given responsibility for developing software
for the White House office database - a project overseen by First
Lady Hillary Rodham Clinton and Marsha Scott, the White House
correspondence director.

Hall claimed that when Scott described the political nature of
some of the information Clinton intended to put on the database,
Hall questioned whether that was legal.  She claimed Scott told
her to do her best to circumvent the legal restrictions.

According to Hall, the two clashed on the issue again at a later
meeting, and Scott then sent a memo to Hillary Clinton and
presidential aide Bruce Lindsey calling Hall "old, less informed,
disloyal to the President's administration, and an obstacle to
the development" of the database.

Hall said her responsibilities were gradually reduced before her
position was finally eliminated in 1996, and she was assigned to
another job.
