One nonpartisan member of the board, David Leahy, the supervisor of
elections, said after the vote that the protests were one factor that he had
weighed in his decision.

"This was perceived as not being an open and fair process," Mr. Leahy said.
"That weighed heavy on our minds."

The subsequent demonstrations turned violent on Wednesday after the
canvassers had decided to close the recount to the public. Joe Geller,
chairman of the Miami-Dade Democratic Party, was escorted to safety by the
police after a crowd chased him down and accused him of stealing a ballot.
Upstairs in the Clark center, several people were trampled, punched or kicked
when protesters tried to rush the doors outside the office of the Miami-Dade
supervisor of elections. Sheriff's deputies restored order.

When the ruckus was over, the protesters had what they had wanted: a
unanimous vote by the board to call off the hand counting.

"One hour they're telling us they're going to get it done," Luis Rosero, a
Democratic aide, said of the canvassers, and "the next minute there were two
riot situations and a crowd massing out in front. This was deliberate."

Mr. Rosero said he had been punched and kicked by Republican supporters
outside Mr. Leahy's office.

Among the screamers who showed up in Miami last week to get their beet-faced
mugs on TV were Thomas Pyle, an aide to the House Republican Majority Whip
Tom DeLay; Michael Murphy, who works on a DeLay fund-raising committee;
Elizabeth Ross, who is employed by Senate Majority Leader Trent Lott; and
Doug Heye, who works for Rep. Richard Pombo, R-Calif.

These and scores of other zealous young Republicans working on Capitol Hill
were given time off, free plane tickets and meal money to come to Florida and
raise a little hell at Thanksgiving. According to The Wall Street Journal,
they even got invitations to a holiday party in Fort Lauderdale, where they
were serenaded by Wayne Newton.

Rep. Carrie P. Meek (D-Fla.) saw things differently. She watched the melee on
television and rushed to the scene. She said two people carrying Bush-Cheney
signs pursued her into the building, taunting her every step of the way.

"I've been through threatening situations, but this was the worst I've seen
in a long time," Meek said today. "Anybody supporting Gore, they wouldn't let
speak. They looked very hostile and they sounded very hostile and it didn't
make any difference what I had to say. They were trained to shout people
down."
